Future gdsys boards will switch from the legacy drivers in board/gdsys/common
to DM-based drivers.
Define a Kconfig option that disables the legacy drivers.

The ppc4xx architecture was removed, and with it several old gdsys 44x
boards, but some "debris" from these purged boards was left over.
This patch removes these remnants (mostly entries in Makefiles, some now
superfluous data structures and some now obsolete config variables from
the whitelist).

The initialization sequence in the newest release notes of the 88e1518
phy omits two commands.
Remove them from the sequence.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

With format-security errors turned on, GCC picks up the use of sprintf with
a format parameter not being a string literal.
Simple uses of sprintf are also converted to use strcpy.

The console includes a global variable and several functions that are only
used by a small subset of U-Boot files. Before adding more functions, move
the definitions into their own header file.

DP501 only supports DP 1.1a.
Limit settings for link bandwidth and lane count to
values allowed by DP 1.1a.

With Club 3D dual link adapter there are AUX-channel timeouts
when EDID is read. Increasing retry interval time to max (400us)
fixes this.

For proper displayport performance, scrambling has to be enabled, but
is turned off on DP501 by default.

The I2C bridge on DP501 supports EDID, MCCS and HDCP by default.
Allow EDID only to avoid I2C address conflicts.

The gdsys ControlCenter Digital board is based on a Freescale P1022 QorIQ SOC.
It boots from SPI-Flash but can be configured to boot from SD-card for
factory programming and testing.
On board peripherals include:
- 2x GbE
- Lattice ECP3 FPGA connected via PCIe
- mSATA RAID1
- USB host
- DisplayPort video output
- Atmel TPM

The top level Makefile does not do any recursion into subdirs when
cleaning, so these clean/distclean targets in random arch/board dirs
never get used. Punt them all.
MAKEALL didn't report any errors related to this that I could see.
