The commit eaf6ea6a1d ("Migrate CUSTOM_SYS_INIT_SP_ADDR to Kconfig using
system-constants.h") moved custom init stack pointer address to Kconfig
which ends up in situation that xilinx_zynqmp_mini_emmc/qspi.h are not
needed anymore. That's why remove files and move defconfigs directly to
xilinx_zynqmp_mini.h configuration.

ZynqMP mini configurations are not using IPI driver and enabling this is
adding additional ~1200 Bytes (depends on configuration).
This ends up in situation that there is no enough space in OCM for
relocation that's why disable this driver for all mini configurations.

The commit ed35de6170 ("Convert CONFIG_ZYNQMP_PSU_INIT_ENABLED to
Kconfig") converted CONFIG_ZYNQMP_PSU_INIT_ENABLED symbol and enabled it by
default which is not correct configuration.
Intention of this config was to have it enabled by default for SPL and
provide an option to users to also do low level initialization directly
from U-Boot.
That's why it is necessary to define second symbol with SPL marking in it
and properly use symbols depends on usage in Makefile.
Also disable ZYNQMP_PSU_INIT_ENABLED from boards which enables it by
default. CONFIG_SPL_ZYNQMP_PSU_INIT_ENABLED is enabled by default when SPL
is enabled.

The current name is inconsistent with SPL which uses CONFIG_SPL_TEXT_BASE
and this makes it imposible to use CONFIG_VAL().
Rename it to resolve this problem.

- Make all users of CUSTOM_SYS_INIT_SP_ADDR reference SYS_INIT_SP_ADDR
- Introduce HAS_CUSTOM_SYS_INIT_SP_ADDR to allow for setting the stack
pointer directly, otherwise we use the common calculation.
- On some platforms that were using the standard calculation but did not
set CONFIG_SYS_INIT_RAM_SIZE / CONFIG_SYS_INIT_RAM_ADDR, set them.
- On a small number of platforms that were not subtracting
GENERATED_GBL_DATA_SIZE do so now via the standard calculation.
- CONFIG_SYS_INIT_SP_OFFSET is now widely unused, so remove it from most
board config header files.

Today in initr_reloc_global_data() we use some non-obvious tests to
determine if we need to relocate the env_addr within gd or not. In
order to facilitate migration of other symbols to Kconfig we need to
introduce a new symbol for this particular use case.

Define default address via Kconfig. There is no need to change this address
for most of the boards but it is also possible. This one line save a lot of
lines in defconfigs that's why make sense to do it.
The similar change has been done by commit 9340d8fe8b

The name CONFIG_LEGACY_IMAGE_FORMAT reads slightly better along with
allowing us to avoid a rather nasty Kbuild/Kconfig issue down the line
with CONFIG_IS_ENABLED(IMAGE_FORMAT_LEGACY). In a few places outside of
cmd/ switch to using CONFIG_IS_ENABLED() to test what is set.

CONFIG_SYS_[DI]CACHE_OFF had been partially converted to Kconfig
parameters; only for the ARC architecture. This patch turns these two
parameters into Kconfig items everywhere else they are found.
All of the include/configs/* and defconfig changes in this patch are
for arm machines only. The Kconfig changes for arc, nds32, riscv,
and xtensa have been included since these symbols are found in code
under arch/{arc,nds32,riscv,xtensa}, however, no currently-defined
include/configs/* or defconfigs for these architectures exist which
include these symbols.
These results have been confirmed with tools/moveconfig.py.
