As this is only useful when booting with ATAGs, which are now largely
disabled, remove this value for the remaining platforms. We have a few
places in the code that had been testing for MACH_TYPE as a sort of
internal logic. Update those to use different but still correct CONFIG
symbols.

First, we convert CONFIG_SYS_I2C_LEGACY to Kconfig. Next, as you cannot
have SYS_I2C_LEGACY and DM_I2C at the same time, introduce
CONFIG_SPL_SYS_I2C_LEGACY so that we can enable the legacy option only
in SPL. Finally, for some PowerPC cases we also need
CONFIG_TPL_SYS_I2C_LEGACY support. Convert all of the existing users to
one or more symbols.

It is quite confusing that CONFIG_SYS_I2C selects the legacy I2C and
CONFIG_DM_I2C selects the current I2C. The deadline to migrate I2C is less
than a year away.
Also we want to have a CONFIG_I2C for U-Boot proper just like we have
CONFIG_SPL_I2C for SPL, so we can simplify the Makefile rules.
Rename this symbol so it is clear it is going away.

There is no real need to exactly define space for saving patterns for
alternate memory test. It is much easier to allocate space on the stack and
use it instead of trying to find out space where pattern should be saved.
For example if you want to test the whole DDR memory you can't save patter
to DDR and you need to find it out. On Xilinx devices DDR or OCM addresses
were chosen but that means that OCM needs to be mapped and U-Boot has
access permission there.
It is easier to remove this limitation and simply save it on stack because
it is very clear that memory test can't rewrite U-Boot and U-Boot has also
full access to memory where runs from.

- In ARMv8 NXP Layerscape platforms we also need to make use of
CONFIG_SYS_RELOC_GD_ENV_ADDR now, do so.
- On ENV_IS_IN_REMOTE, CONFIG_ENV_OFFSET is never used, drop the define
to 0.
- Add Kconfig entry for ENV_ADDR.
- Make ENV_ADDR / ENV_OFFSET depend on the env locations that use it.
- Add ENV_xxx_REDUND options that depend on their primary option and
SYS_REDUNDAND_ENVIRONMENT
- On a number of PowerPC platforms, use SPL_ENV_ADDR not CONFIG_ENV_ADDR
for the pre-main-U-Boot environment location.
- On ENV_IS_IN_SPI_FLASH, check not for CONFIG_ENV_ADDR being set but
rather it being non-zero, as it will now be zero by default.
- Rework the env_offset absolute in env/embedded.o to not use
CONFIG_ENV_OFFSET as it was the only use of ENV_OFFSET within
ENV_IS_IN_FLASH.
- Migrate all platforms.

We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

This symbol enables some library code used by various SATA drivers,
so make this a non-user-visible symbol select'ed by the respective
drivers, and let moveconfig handle the rest.

MX6Q/QP IPU operates at 264MHz and MX6DL IPU at 198MHz.
When running a SPL target, which supports multiple MX6 variants we cannot
properly setup the IPU clock frequency via CONFIG_IPUV3_CLK option as
such decision is done in build-time currently.
Remove the CONFIG_IPUV3_CLK option and let the IPU clock frequency be
configured in run-time on mx6.

CONFIG_USB_HOST_ETHER is the framework that the drivers are dependent on
USB_HOST_ETHER. Use this as a menu and move the existing LAN75XX and
LAN78XX options under new menu. Finally update the defconfigs that need
CONFIG_USB_HOST_ETHER.

This syncs all of the currently Kconfig'd symbols out of the headers and
into the defconfig files. This has two exceptions, first am335x_evm
needs to be converted to DM in SPL and then it can stop undef'ing
CONFIG_DM_USB. Leaving this as-is results in a build failure, and
without work, run time failure. The other case is am43xx_evm.h and in
turn am43xx_evm_usbhost_boot. The problem here is that we need DWC3 USB
host mode in SPL, but still desire to have gadget mode in U-Boot proper.

In fact this already exists for sunxi as a 'choice' config. However not
all the choices are available in Kconfig yet so we cannot use that. It
would lead to more than one option being set.
In addition, one purpose of this series is to allow the environment to be
stored in more than one place. So the existing choice is converted to a
normal config allowing each option to be set independently.
There are not many opportunities for Kconfig updates to reduce the size of
this patch. This was tested with
./tools/moveconfig.py -i CONFIG_ENV_IS_IN_MMC
And then manual updates. This is because for CHAIN_OF_TRUST boards they
can only have ENV_IS_NOWHERE set, so we enforce that via Kconfig logic
now.
