Several boards enable SPL_FS_FAT and SPL_LIBDISK_SUPPORT when they can't be
used (as there is no block device support enabled). Disable these configs.
The list of boards was generated with the following command:
$ tools/qconfig.py -f SPL SPL_FS_FAT ~SPL_MMC ~SPL_BLK_FS ~SPL_SATA \
~SPL_USB_STORAGE ~ENV_IS_IN_FAT ~EFI
LIBDISK was left enabled for the am* boards, since it seems to result in
actual size reduction, indicating that partitions are being used for
something.

The current name is inconsistent with SPL which uses CONFIG_SPL_TEXT_BASE
and this makes it imposible to use CONFIG_VAL().
Rename it to resolve this problem.

Due to how the Makefile logic is we currently get DM_SPI support in SPL
enabled by having DM_SPI enabled for full U-Boot but not having
CONFIG_SPL_DM_SPI set. Add this missing option to boards that were
inadvertently making use of it.

Today in initr_reloc_global_data() we use some non-obvious tests to
determine if we need to relocate the env_addr within gd or not. In
order to facilitate migration of other symbols to Kconfig we need to
introduce a new symbol for this particular use case.

Both are together in one commit, since otherwise the former causes kconfig
to define the latter, which gives duplicate symbol errors.
Includes a manual fixup for CONFIG_PREBOOT in ids8313_defconfig since the
backslash lands in the wrong place. Similarly with socfpga_vining_fpga.

In order to migrate this symbol to Kconfig introduce a new symbol to
guard it, CONFIG_SYS_CUSTOM_LDSCRIPT. When that is set we can then
provide the exact final location o the script.
