At the moment we have each SoC's memory map defined in its own cpu.h,
which is included in include/configs/sunxi_common.h. This will be a
problem with the introduction of Allwinner RISC-V support.
Remove the inclusion of that header file from the common config header,
instead move the required serial base addresses (for the SPL) into a
separate header file. Then include the original cpu.h file only where
we really need it, which is only under arch/arm now.
This disentangles the architecture specific header files from the
generic code.

On the Allwinner platform we were describing a quite comprehensive
memory map in a per-SoC header unser arch/arm.
In the old days that was used by every driver, but nowadays it should
only be needed by SPL drivers (not using the DT). Many addresses in
there were never used, and some are not needed anymore.
To avoid a dependency on CPU specific headers in an arch specific
directory, move the definition of the pinctroller MMIO base address into
the sunxi_gpio.h header, because the SPL routines for GPIO should be the
only one needing this address.
This is a first step towards getting rid of cpu_sun[x]i.h completely,
and allows to remove the inclusion of that file from the sunxi_gpio.h
header.

Currently we do some magic "SRAM setup" MMIO writes in s_init(), copied
from the original BSP U-Boot. The comment speaks of this being required
before DRAM access gets enabled, but there is no indication that this
would actually be required that early.
Move this out of s_init(), into board_init_f(). Since this actually only
affects a very few older SoCs, the actual code goes into the cpu/armv7
directory, to move it out of the way for all other SoCs.
This also uses the opportunity to convert some #ifdefs over to the fancy
IS_ENABLED() macros used in actual C code.
We keep the s_init() stub around for now, since armv8's lowlevel_init
still relies on it.

So far for the H3, A23, and A33 SoCs, we use DRAM to hold the secure
monitor code (providing PSCI runtime services). And while those SoCs do
not have the secure SRAM B like older SoCs, there is enough (secure)
SRAM A2 to put the monitor code and data in there instead.
Follow the design of 64-bit SoCs and use the first part for the monitor,
and the last 16 KiB for the SCP firmware. With this change, the monitor
no longer needs to reserve a region in DRAM.

Masking clock gate, reset register bits based on the
probed controller is proper only due to the assumption
that masking should start with 0 even thought the controller
has separate PHY or shared between OTG.
unfortunately these are fixed due to lack of separate
clock, reset drivers.
Say for example EHCI1 - EHCI3 in the datasheet (EHCI0 is for the OTG)
so we need to start reg_mask 0 - 2.
This patch calculated the mask, based on the register base
so that we can get the proper bits to set with respect to
probed controller.
We even do this masking by using PHY index specifier from dt,
but dev_read_addr_size is failing for 64-bit boards.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

When the backlight's pwm input is connected to a pwm output of the SoC,
actually use pwm to drive the backlight.
The mean reason for doing this is to fix the backlight turning off
for aprox. 1 second while the kernel is booting. This is caused by
the kernel actually using pwm to drive the backlight, so that it
can dim the backlight. First the pwm driver loads and switches the
pinmux for the pin driving the backlight's pwm input to the pwm
controller. Then about 1s later the actual backlight driver loads
and tells the pwm driver to actually update the pwm settings, which
have a power-on-reset value of "off".
An additional advantage is that this allows us to initatiate the
backlight at 80%, which is the kernel default, avoiding a brightness
change while the kernel loads.

sun6i and newer (derived) SoCs such as the sun8i-a23, sun8i-a33 and sun9i
have a various things in common, like having separate ahb reset control
registers, the SID living inside the pmic, custom pmic busses, new style
watchdog, etc.
This commit introduces a new hidden SUNXI_GEN_SUN6I Kconfig bool which can be
used to check for these features avoiding the need for an ever growing list
of "#if defined CONFIG_MACH_SUN?I" conditionals as we add support for more
"new style" sunxi SoCs.
Note that this commit changes the behavior of the gmac and hdmi code for
sun8i and the upcoming sun9i devices. This does not matter as sun8i does
not have gmac nor hdmi, and sun9i has new hardware-blocks for these so
the old code will not work there.
Also this is intentional as if a sun8i / sun9i variant which does use the
old hwblocks shows up then the GEN_SUN6I code paths will be the right ones
to use.
For completeness this also adds a SUNXI_GEN_SUN4I bool for A10/A13/A20.
