QEMU RISC-V supports multiple virtio devices, but only tries to boot to
the first one. Enable support for a second virtio device, that is useful
for instance to boot on a disk image + an installer. Ideally that should
be made dynamic, but that's a first step.

Commit 66ffe57 ("riscv: qemu: detect and boot the kernel passed by QEMU")
added some logic to handle "riscv,kernel-start" in DT and stored the
address to an environment variable kernel_start.
However this "riscv,kernel-start" has never been an upstream DT binding.
The upstream QEMU never generates such a DT either. Presumably U-Boot
development was based on a downstream QEMU fork.
Now we drop all codes in commit 66ffe57, except that BOARD_LATE_INIT
is kept for later use.

This RISC-V ACLINT specification [1] defines a set of memory mapped
devices which provide inter-processor interrupts (IPI) and timer
functionalities for each HART on a multi-HART RISC-V platform.
The RISC-V ACLINT specification is defined to be backward compatible
with the SiFive CLINT specification, however the device tree binding
is a new one. This change updates the sifive clint timer driver to
support ACLINT mtimer device, using a per-driver data field to hold
the mtimer offset to the base address encoded in the mtimer node.

Add two new configurations (qemu-riscv{32,64}_spl_defconfig) with SPL
enabled for RISC-V QEMU. QEMU does not require SPL to run U-Boot. The
configurations are meant to help the development of SPL on RISC-V.
The configurations enable RAM as the only SPL boot device. Images must
be loaded at address 0x80200000. In the default boot flow, U-Boot SPL
starts in machine mode, loads the OpenSBI FW_DYNAMIC firmware and U-Boot
proper from the supplied FIT image, and starts OpenSBI. U-Boot proper is
then started in supervisor mode by OpenSBI.
