Peng Fan 151a030063 arm: set cntfrq_el0 if CONFIG_COUNTER_FREQUENCY is valid 
Since COUNTER_FREQUENCY is obselete, so set cntfrq_el0 if
CONFIG_COUNTER_FREQUENCY is valid
