SerDes information is not necessary to be present in RCWSR29 register.
It may vary from SoC to SoC.
So Avoid RCWSR28 register hard-coding.

Up to now, the function is_serdes_configed() doesn't check if the map
of serdes protocol is initialized before accessing it. The function
is_serdes_configed() will get wrong result when it was called before
the serdes protocol maps initialized. As the first element of the map
isn't used for any device, so use it as the flag to indicate if the
map has been initialized.

GCC 5.x does not like sizeof(array_variable) and errors out. Change these
calls to be instead sizeof(u8) (as that's what serdes_prtcl_map is) *
SERDES_PRCTL_COUNT (the number of array elements).

There are two LS series processors are built on ARMv8 Layersacpe

ARMv8 core although use different chassis, so create fsl-layerscape
to refactor the common code for the LS series processors which also
paves the way for adding LS1043A platform.
