At this point in the conversion there should be no need to have logic to
disable some symbol during the SPL build as all symbols should have an
SPL counterpart.
The main real changes done here are that we now must make proper use of
CONFIG_IS_ENABLED(DM_SERIAL) rather than many of the odd tricks we
developed prior to CONFIG_IS_ENABLED() being available.

The serial_rockchip.c driver converts platdata to the data structure
used in the ns16550.c file and then calls the function
ns16550_serial_probe().
When compiled with OF_REAL the serial_rockchip.c driver returns
now -ENODEV when probed and does no harm.
The config ROCKCHIP_SERIAL is currently depends on SPL_OF_PLATDATA.
Allow serial port use for both SPL and TPL by removing this
dependency and SPL_BUILD restriction.

This adds a serial driver which uses semihosting calls to read and write
to the host's console. For convenience, if CONFIG_DM_SERIAL is enabled,
we will instantiate a serial driver. This allows users to enable this
driver (which has no physical device) without modifying their device
trees or board files. We also implement a non-DM driver for SPL, or for
much faster output in U-Boot proper.
There are three ways to print to the console:

These speeds were measured using a 175 character message with a J-Link
adapter. For reference, U-Boot typically prints around 2700 characters
during boot on this board. There are two major factors affecting the
speed of these functions. First, each breakpoint incurs a delay. Second,
each debugger memory transaction incurs a delay. smh_putc has a
breakpoint and memory transaction for every character. smh_puts has one
breakpoint, but still has to use a transaction for every character. This
is because we don't know the length up front, so OpenOCD has to check if
each character is nul. smh_write has only one breakpoint and one memory
transfer.
DM serial drivers can only implement a putc interface, so we are stuck
with the slowest API. Non-DM drivers can implement puts, which is vastly
more efficient. When the driver starts up, we try to open :tt. Since
this is an extension, this may fail. If it does, we fall back to
smh_puts. We don't check :semihosting-features, since there are
nonconforming implementations (OpenOCD) which don't implement it (but
*do* implement :tt).
Some semihosting implementations (QEMU) don't handle READC properly. To
work around this, we try to use open/read (much like for stdin) if
possible.
There is no non-blocking I/O available, so we don't implement pending.
This will cause __serial_tstc to always return true. If
CONFIG_SERIAL_RX_BUFFER is enabled, _serial_tstc will try and read
characters forever. To avoid this, we depend on this config being
disabled.

The RISC-V SBI interface v0.1 provides a function for printing a
character to the console. Even though SBI v0.1 functions are deprecated,
the SBI console is quite useful for early debugging, because it works
without any dcache, memory, or MMIO access in S mode.

This patch adds the PCI bootcmd feature for MIPS Octeon, which will be
used by the upcoming Octeon III NIC23 board support. It enables the use
of the "oct-remote-load" and "oct-remote-bootcmd" on host PC's to
communicate with the PCIe target and load images into the onboard
memory and issue commands.

This patch adds uart support for MediaTek MT7620 and earlier SoCs.
The UART used by MT7620 is incompatible with the ns16550a driver.
All registers of this UART have different addresses. A special 16-bit
register for Divisor Latch is used to set the baudrate instead of the
original two 8-bit registers (DLL and DLM).
The driver supports of-platdata which is useful for tiny SPL.

Many SoCs from MediaTek have a high-speed uart. This UART is compatible
with the ns16550 in legacy mode. It has extra registers for high-speed
mode which can reach a maximum baudrate at 921600.
However this UART will no longer be compatible if it's in high-speed mode.
Some BootROM of MediaTek's SoCs will change the UART into high-speed mode
and the U-Boot must use this driver to initialize the UART.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

This patch fixes a situation where CONFIG_DM_SERIAL is enabled for
regular U-Boot and SPL, but not for TPL. In that case, the build
will try to include serial-uclass into the TPL nonetheless, because
CONFIG_DM_SERIAL is set.
The solution is to check if the build is for SPL or TPL and in that
case, check if CONFIG_$(SPL_TPL_)DM_SERIAL is also set. Only in that
case, include serial-uclass.c . If the build is for regular U-Boot,
CONFIG_BUILD is not set, so only check if CONFIG_DM_SERIAL is set
and if so, include serial-uclass.c

On bcm2835 we need to ensure we only access serial devices that are
muxed to the serial output pins of the pin header. To achieve this
for the pl011 device, add a bcm2835 specific pl011 wrapper device
that does this check but otherwise behaves like a pl011 device.

Some device the serial console's initialization cannot run early during
the boot process. Hence, nulldev serial device is helpful on that
situation.
For example, if the serial module was implemented in FPGA. Serial
initialization is prohibited to run until the FPGA was programmed.
This commit is to adding nulldev serial driver. This will allows the
default console to be specified as a nulldev.

Add a specific serial driver for Intel MID platforms.
It has special fractional divider which can be programmed via UART_PS,
UART_MUL, and UART_DIV registers.
The UART clock is calculated as
UART clock = XTAL * UART_MUL / UART_DIV
The baudrate is calculated as
baud rate = UART clock / UART_PS / DLAB
Initialize fractional divider correctly for Intel Edison platform.
For backward compatibility we have to set initial DLAB value to 16
and speed to 115200 baud, where initial frequency is 29491200Hz, and
XTAL frequency is 38.4MHz.

The Armada 3700's UART is a simple serial port. It has a 32 bytes
Tx FIFO and a 64 bytes Rx FIFO integrated. This patch adds support
for this UART including the DEBUG UART functions for very early
debug output.

This adds platform code for the Amlogic Meson GXBaby (S905) SoC and a
board definition for ODROID-C2. This initial submission only supports
UART and Ethernet (through the existing Designware driver). DTS files
are the ones submitted to Linux arm-soc for 4.7 [1].

The RPi3 typically uses the regular UART for high-speed communication with
the Bluetooth device, leaving us the mini UART to use for the serial
console. Add support for this UART so we can use it.
