This sets the default commands Kconfig to match
include/config_cmd_default.h commands in the common/Kconfig and removes
them from include/configs.

Some archs/boards specify their own default by pre-defining the config
which causes the Kconfig system to mix up the order of the configs in
the defconfigs... This will cause merge pain if allowed to proliferate.
Remove the configs that behave this way from the archs.
A few configs still remain, but that is because they only exist as
defaults and do not have a proper Kconfig entry. Those appear to be:
SPIFLASH
DISPLAY_BOARDINFO

We plan to enable device tree in SPL by default. Before doing this,
explicitly disable it for all boards.

This also selects CONFIG_NET for any CONFIG_CMD_NET board.
Remove the imx default for CONFIG_NET.
This moves the config that was defined by 60296a8 (commands: add more
command entries in Kconfig).

This change enables the configs required to init and setup max77686
regulator driver, using the new driver model pmic and regulator API.
And also changes the old pmic framework calls to the new ones.

In order to reduce merge conflicts and to maintain the simplest possible
defconfig files, we should be using the savedefconfig feature of Kconfig
every time a new feature is added. This keeps the defconfig settings to
a minimum (only those things not default) and keeps them in the same
order as the Kconfig options.

Reduce the boot time of Odroid X2/U3 by disabling the memset
at malloc init.
This was tested on Odroid X2.
A quick test with checking gpio pin state using the oscilloscope.
Boot time from start to bootcmd (change gpio state by memory write command):
- ~228ms - before this change (arch memset enabled for .bss clear)
- ~100ms - after this change

Make this option available in Kconfig and clean up the board that uses it.
Note there is also an entry in exynos5-common.h but this affects multiple
boards and should be dropped as part of the Samsung I2C migration to
driver model.

This commit moves:
CONFIG_OF_CONTROL
CONFIG_OF_SEPARATE
CONFIG_OF_EMBED
CONFIG_OF_HOSTFILE
Because these options are currently not supported for SPL,
the "Device Tree Control" menu does not appear in the SPL
configuration.
Note:
zynq-common.h should be adjusted so as not to change the
default value of CONFIG_SPL_FAT_LOAD_PAYLOAD_NAME.
