In case the DHSOM is in suspend state and either reset button is pushed
or IWDG2 triggers a watchdog reset, then DRAM initialization could fail

Avoid this failure by not keeping any Buck regulators enabled during reset,
let the SoC and DRAMs power cycle fully. Since the change which keeps Buck3
VDD enabled during reset is ST specific, move this addition to ST specific
SPL board initialization so that it wouldn't affect the DHSOM .

Fix the compilation issue when CONFIG_DEBUG_UART is activated
drivers/serial/serial_stm32.o: in function `debug_uart_init':
drivers/serial/serial_stm32.c:291: undefined reference to \
`board_debug_uart_init'
The board_debug_uart_init is needed for SPL boot, called in
cpu.c::mach_cpu_init(); it is defined in board/st/stm32mp1/spl.c.
But with the removal #ifdefs patch, the function debug_uart_init() is
always compiled even if not present in the final U-Boot image.
This patch adds a file to provided this function when DEBUG_UART and SPL
are activated.

Move the debug function board_debug_uart_init in spl.c
as the debug_uart_init() function is called in arch_cpu_init()
only for SPL and remove the board.c file.
For TFABOOT, the UART TX pin configuration is done in TF-A.

For board using STPMIC1, the vddcore is provided by BUCK1 of STPMIC1
and need to be updated for 800MHz support and only after the clock
tree initialization.
The VDDCORE voltage value is provided by clock driver, saved in global
variable opp_voltage_mv and udpated in SPL board_early_init_f(),
just after clock tree initialization.

Add a function stmpic_init to early initialize the PMIC STPMIC1
- keep vdd on during the reset cycle (to avoid issue when backup battery
is absent)
- Check if debug is enabled to program PMIC according to the bit
This patch allows to remove the compilation of spl.c file from stm32mp1
board in dh_stm32mp1.
CONFIG_SPL_BOARD_INIT is removed as the new function is called earlier
in SPL, in the function board_early_init_f.

Depending on backup register value, we maintain the debug unit
powered-on for debugging purpose.
Only BUCK1 is required for powering the debug unit, so revert
the setting for all the other power lanes, except BUCK3 that
has to be always on.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have multiple licenses (in
these cases, dual license) declared in the SPDX-License-Identifier tag.
In this case we change from listing "LICENSE-A LICENSE-B" or "LICENSE-A
or LICENSE-B" or "(LICENSE-A OR LICENSE-B)" to "LICENSE-A OR LICENSE-B"
as per the Linux Kernel style document. Note that parenthesis are
allowed so when they were used before we continue to use them.
