At present panic() is in the vsprintf.h header file. That does not seem
like an obvious choice for hang(), even though it relates to panic(). So
let's put hang() in its own header.

This file contains lots of internal details about the environment. Most
code can include env.h instead, calling the functions there as needed.
Rename this file and add a comment at the top to indicate its internal
nature.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Pull the symbol from the boards and zap struct rmobile_sysinfo as they
are rather useless. The entire purpose of that whole machinery was to
print board name in the CONFIG_ARCH_RMOBILE_BOARD_STRING. Do that in a
far simpler and more contained manner.

The E2 Alt port was broken since some time. This patch updates
the E2 Alt port to use modern frameworks, DM, DT probing, SPL
for the preloading and puts it on par with the M2 Porter board.

In order that we can use eth_env_* even when CONFIG_NET isn't set, move
these functions to environment code from net code.
This fixes failures such as:
board/ti/am335x/built-in.o: In function `board_late_init':
board/ti/am335x/board.c:752: undefined reference to `eth_env_set_enetaddr'
u-boot/board/ti/am335x/board.c:766: undefined reference to `eth_env_set_enetaddr'
which caters for use cases such as:
commit f411b5cca4 ("board: am335x: Always set eth/eth1addr environment
variable")
when Ethernet is required in Linux, but not U-Boot.

Ethernet function of Alt board can select normal and B by DIP switch
on board. But user need to set not only DIP switch but also pin function.
This adds pin function of Ethernet function B. This can select from Kconfig.

The arch_preboot_os function used in boards using R-Car ARM SoC (r8a7790,
r8a7791, r8a7793 and r8a7794) is common.
This makes rcar-gen2-common/common.c file providing common function for
R-Car ARM SoC, and moves this function to this file.

Alt board was connected Power IC to channel 1 of sh-i2c. Source code that
controls this is already included, but channel 1 of sh-i2c is not enabled.
This enables channel 1 of sh-i2c, and can use.
