The current DT bindings for the rk3588 clock use a different ID than the
one that is supposed to be written to the hardware registers.
Thus, we cannot use directly the id provided in the phandle, but rather
use a lookup table to correctly setup the hardware.
This approach has been implemented already in Linux, by commit :
f1c506d152ff ("clk: rockchip: add clock controller for the RK3588")
Hence, implement a similar approach using the lookup table, and adapt
the existing reset driver to work with SoCs using lookup table.
The file rst-rk3588.c has been copied as much as possible from Linux.
Adapt the clk rk3588 driver as well to bind the reset driver with the
lookup table.

Booting from sdmmc on RK3588 currently works because of a workaround in
the device tree, clocks are reordered so that the driver use ciu-sample
instead of ciu, and the BootRom initializes sdmmc clocks before SPL is
loaded into DRAM.
The sdmmc clocks are normally controlled by TF-A using SCMI. However,
there is a need to control these clocks in SPL, before TF-A has started.
This adds a rk3588_scru driver to control the sdmmc clocks in SPL before
TF-A has started, using scru regs. It also adds a small glue driver to
bind the scmi clock node to the rk3588_scru driver in SPL.

Move this out of the common header and include it only where needed. In
a number of cases this requires adding "struct udevice;" to avoid adding
another large header or in other cases replacing / adding missing header
files that had been pulled in, very indirectly. Finally, we have a few
cases where we did not need to include <asm/global_data.h> at all, so
remove that include.

Few of the rockchip family SoC atleast rk3288,
rk3399 are sharing some cru register bits so
adding common code between these SoC families
would require to include both cru include files
that indeed resulting function declarations error.
So, create a common cru include as cru.h then
include the rk3399 arch cru include file and move
the common cru register bit definitions into it.
The rest of rockchip cru files will add it in future.

rockchip_reset_bind() already does the needed init for the reset
registers, only referenced the wrong cru structure.
So we can get rid of the open-coded reset init and just fix
the correct cru reference.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

On Rockchip SoCs we typically have a main clock device that uses the Soc
clock driver. There is also a fixed clock for the oscillator. Add a function
to obtain the core clock.

The function is very specific to the rk3288 in its arguments
referencing the rk3288 cru and grf and every other rockchip soc
has differing cru and grf registers. So make that function naming

The following changes are made to the clock API:
* The concept of "clocks" and "peripheral clocks" are unified; each clock
provider now implements a single set of clocks. This provides a simpler
conceptual interface to clients, and better aligns with device tree
clock bindings.
* Clocks are now identified with a single "struct clk", rather than
requiring clients to store the clock provider device and clock identity
values separately. For simple clock consumers, this isolates clients
from internal details of the clock API.
* clk.h is split so it only contains the client/consumer API, whereas
clk-uclass.h contains the provider API. This aligns with the recently
added reset and mailbox APIs.
* clk_ops .of_xlate(), .request(), and .free() are added so providers
can customize these operations if needed. This also aligns with the
recently added reset and mailbox APIs.
* clk_disable() is added.
* All users of the current clock APIs are updated.
* Sandbox clock tests are updated to exercise clock lookup via DT, and
clock enable/disable.
* rkclk_get_clk() is removed and replaced with standard APIs.
Buildman shows no clock-related errors for any board for which buildman
can download a toolchain.
test/py passes for sandbox (which invokes the dm clk test amongst
others).

The current approach of using uclass_get_device() is error-prone. Another
clock (for example a fixed-clock) may cause it to break. Add a function that
does a proper search.

Add header files for the peripherals and clocks supported on Rockchip
platforms. The particular implementation (and register set) for each is
SoC-specific, but it seems that the naming can be generic.
