SMP should be set up in U-Boot where possible, not SPL. Disable it in SPL.
For 64-bit U-Boot we should find a way to allow SMP operations in U-Boot,
but this is somewhat more complicated. For now that is disabled too.

ACPI GPEs are used to signal interrupts from peripherals that are accessed
via ACPI. In U-Boot these are modelled as interrupts using a separate
interrupt controller. Configuration is via the device tree.
Add a simple driver for this.

This slimbootloader CPU type is to enable U-Boot as a payload which
runs on top of Slim Bootloader (https://github.com/slimbootloader).
The Slim Bootloader is designed with multi-stage architecture for
the execution from reset vector to OS booting, and supports QEMU,
Apollolake, Whiskeylake and Coffeelake platforms consuming Intel
FSP (https://github.com/IntelFsp) for silicon initialization
including CAR and memory initialization.
The Slim Bootloader generates new HOB (Hand Off Block) which are
serial port info, memory map info, performance data info and so on,
and passes it to a Payload. U-Boot as a payload will use these HOB
information for basic initialization such as serial console.
As an initial commit,
- Add CONFIG_SYS_SLIMBOOTLOADER to enable slimbootloader CPU type
- Add new arch/x86/cpu/slimbootloader directory with minimum codes
- Get hob_list pointer from Slim Bootloader

When a previous phase of U-Boot has run we need to adjust the init of
subsequent states to avoid messing up the CPU state.
Add a new version of the start logic for SPL, when it boots from TPL
(start_from tpl.c) and a new version for U-Boot when it boots from SPL.

There are still systems running which do not have any LAPIC or even
IOAPIC. Responsible MSRs for those do not exist and the systems are
crashing on trying to setup LAPIC.
This commit makes the APIC stuff able to switch off for those boards
which dont' have an LAPIC / IOAPIC.

At present the EFI application and payload support codes in the x86
directory is distributed in a hybrid way. For example, the Kconfig
options for both app and payload are in arch/x86/lib/efi/Kconfig,
but the source codes in the same directory get built only for
CONFIG_EFI_STUB.
This refactors the codes by consolidating all the EFI support codes
into arch/x86/cpu/efi, just like other x86 targets.

Attempting to use a toolchain that is preconfigured to generate code
for the 32-bit architecture (i386), for example, the i386-linux-gcc
toolchain on kernel.org, to compile the 64-bit EFI payload does not
build. This updates the makefile fragments to ensure '-m64' is passed
to toolchain when building the 64-bit EFI payload stub codes.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

The procedure to drop from 64-bit mode to 32-bit is a bit messy. Add a
function to take care of it. It requires identity-mapped pages and that
the calling code is running below 4GB.

This commit does the following to clean up x86 cpu dm drivers:
- Move cpu_x86 driver codes from arch/x86/cpu/cpu.c to a dedicated
file arch/x86/cpu/cpu_x86.c
- Rename x86_cpu_get_desc() to cpu_x86_get_desc() to keep consistent
naming with other dm drivers
- Add a new cpu_x86_bind() in the cpu_x86 driver which does exactly
the same as the one in the intel baytrail cpu driver
- Update intel baytrail cpu driver to use cpu_x86_get_desc() and
cpu_x86_bind()

PIRQ routing is pretty much common in Intel chipset. It has several
PIRQ links (normally 8) and corresponding registers (either in PCI
configuration space or memory-mapped IBASE) to configure the legacy
8259 IRQ vector mapping. Refactor current Queensbay PIRQ routing
support using device tree and move it to a common place, so that we
can easily add PIRQ routing support on a new platform.

This is a relatively low-cost x86 board in a small form factor. The main
peripherals are uSD, USB, HDMI, Ethernet and SATA. It uses an Atom 3800
series CPU. So far only the dual core 2GB variant is supported.
This uses the existing FSP support. Binary blobs are required to make this
board work. The microcode update is included as a patch (all 3000 lines of
it).

Memory Type Range Registers are used to tell the CPU whether memory is
cacheable and if so the cache write mode to use.
Clean up the existing header file to follow style, and remove the unneeded
code.
These can speed up booting so should be supported. Add these to global_data
so they can be requested while booting. We will apply the changes during
relocation (in a later commit).

At present, the build system directly descends into SOC directories
from the top Makefile, but it should generally descend into each
directory from its parent directory.

We want access PCI earlier in the init sequence, so refactor the code so
that it does not require use of a BSS variable to work. This will allow us
to use early malloc() to store information about a PCI hose.
Common PCI code moves to arch/x86/cpu/pci.c and a new
board_pci_setup_hose() function is provided by boards to set up the (single)
hose used by that board.

When building U-Boot with CONFIG_X86_RESET_VECTOR, the linking
process misses the resetvec.o and start16.o so it cannot generate
the rom version of U-Boot. The arch/x86/cpu/Makefile is updated to
pull them into the final linking process.
