The E2 Alt port was broken since some time. This patch updates
the E2 Alt port to use modern frameworks, DM, DT probing, SPL
for the preloading and puts it on par with the M2 Porter board.

The arch_preboot_os function used in boards using R-Car ARM SoC (r8a7790,
r8a7791, r8a7793 and r8a7794) is common.
This makes rcar-gen2-common/common.c file providing common function for
R-Car ARM SoC, and moves this function to this file.

The alt board has R8A7794, 1GB DDR3-SDRAM, USB, Ethernet, QSPI,
MMC, SDHI and more.
This commit supports the following functions:
- DDR3-SDRAM
- SCIF
- I2C
- Ethernet
- QSPI
