A missing CONFIG_ prefix while checking for this Kconfig variable makes the
check always fail. Fix it. While there also switch from the '#if defined'
form to the '#ifdef' form as the other checks in this function.

Prioritize external dtb if its passed via EXT_DTB
than the dtb that was built in the tree. With this
patch it appends the specified external dtb to

Update EXTRA_ENV_SETTINGS and related commands to use 'setenv'
instead of short name 'set' in commands.
E.g. in case command setexpr is enabled the short form does not work
properly as the name becomes ambigous.
Fixes error messages like:

Unknown command 'set' - try 'help'

The commit 'f48ef0d81aa837a33020f8d61abb3929ba613774' did break I2C
support because requesting the clock for the I2C ip-block isn't
supported during SPL.
To fixup this we add support requesting clocks for:
- i2c0
- i2c1

Changed the return type of reset_reason() to int from u32, because
zynqmp_mmio_read/write() returns signed value on error.
Replaced readl and writel functions with zynqmp_mmio_read &
zynqmp_mmio_write functions to access RESET_REASON(CRL_APB) registers.

This driver is derived from this Linux driver:
linux/drivers/phy/ralink/phy-ralink-usb.c
The driver sets up power and host mode, but also needs to configure PHY
registers for the MT7628 and MT7688.
I removed the reset controller handling for the USB host and device, as
it does not seem to be necessary right now. The soft reset bits for both
devices are enabled by default and testing has shown (with hackish
reset handling added), that USB related commands work identical with
or without the reset handling.
Please note that the resulting USB support is tested only very minimal.
I was able to detect one of my 3 currently available USB sticks.
Perhaps some further work is needed to fully support the EHCI controller
integrated in the MT76x8 SoC.

Shrink the environment size for 3 reasons:
- reading the environment it is slow, therefore having a smaller env
improves the speed.
- usually in the environment there are only few variables, therefore
the enviromnent is almost empty.
- because the same image can run on different boards which may have
different flashes with different page sizes, the CONFIG_ENV_SECT_SIZE
can't be change, it is set to least common multiple of the page sizes.
Adding this change improves the boot time. Before update for reading the
entire environment it took ~850 msec, after the change it takes ~40 msecs.
