Replace XILINX_DCACHE_BYTE_SIZE macro with two Kconfig symbols for
instruction and data caches sizes, respectively:

CONFIG_SYS_INIT_SP_OFFSET macro place stack to TEXT_BASE - SYS_MALLOC_F_LEN
but there is no reason to do it now because board_init_f_alloc_reserve()
returns exact location where stack should be. That's why stack location is
calculated at run time and there is no need to hardcode it via macro. This
change will help with placing U-Boot to any address.

Microblaze is one the last two users of the CONFIG_SYS_RESET_ADDRESS
macro (the other is arch/powerpc/cpu/mpc8xx/cpu.c, but the macro is not
defined anywhere in powerpc code, so it should be removed there too).
Replace CONFIG_SYS_RESET_ADDRESS usage in start.S with
CONFIG_SYS_TEXT_BASE. If the reset address should really be
user-configurable, a new Kconfig option could be added.

Also increase amount of flash sectors to 2048 because on kc705 flash has

XIP is not enabled in SPL. SPL_NOR is enabled but any macro setting with
using SYS_FLASH_BASE are wrong because it is not aligned with DM.
That's why change these macro and align them with TEXT_BASE macro.
Information should be find at run time based on DT but implementation is
not done yet.

- In ARMv8 NXP Layerscape platforms we also need to make use of
CONFIG_SYS_RELOC_GD_ENV_ADDR now, do so.
- On ENV_IS_IN_REMOTE, CONFIG_ENV_OFFSET is never used, drop the define
to 0.
- Add Kconfig entry for ENV_ADDR.
- Make ENV_ADDR / ENV_OFFSET depend on the env locations that use it.
- Add ENV_xxx_REDUND options that depend on their primary option and
SYS_REDUNDAND_ENVIRONMENT
- On a number of PowerPC platforms, use SPL_ENV_ADDR not CONFIG_ENV_ADDR
for the pre-main-U-Boot environment location.
- On ENV_IS_IN_SPI_FLASH, check not for CONFIG_ENV_ADDR being set but
rather it being non-zero, as it will now be zero by default.
- Rework the env_offset absolute in env/embedded.o to not use
CONFIG_ENV_OFFSET as it was the only use of ENV_OFFSET within
ENV_IS_IN_FLASH.
- Migrate all platforms.

The whole cache code needs to be redesign to read information about cache
from DT instead of macro selection. Enable caches by default because
systems have caches on by default for Linux.
Also enable CMD_CACHE to be able to disable cache if there is any issue.

Converting GPIO to DM requires to do changes in reset subsystem
that's why support for Microblaze soft reset via sysreset and GPIO
sysreset support was added.
These two patches enables enabling GPIO DM.
Microblaze soft reset is bind at last reset method.
GPIO reset is handled via sysreset with adding this fragment to DT.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

This converts the following to Kconfig:
CONFIG_SPI
This partly involves updating code that assumes that CONFIG_SPI implies
things that are specific to the MPC8xx SPI driver. For now, just update
the CONFIG tests. This also involves reworking the default for
CONFIG_SYS_DEF_EEPROM_ADDR so that we don't set it when we cannot make a
reasonable default, as it does not cause any compile failures.
