rustdoc: use a more compact encoding for implementors/trait.*.js
The exact amount that this reduces the size of an implementors file depends on whether most of the impls are synthetic or not. For `Send`, it reduces the file from 128K to 112K, while for `Clone` it went from 64K to 44K.
consider unnormalized types for implied bounds
extracted, and slightly modified, from #98900
The idea here is that generally, rustc is split into things which can assume its inputs are well formed[^1], and things which have verify that themselves.
Generally most predicates should only deal with well formed inputs, e.g. a `&'a &'b (): Trait` predicate should be able to assume that `'b: 'a` holds. Normalization can loosen wf requirements (see #91068) and must therefore not be used in places which still have to check well formedness. The only such place should hopefully be `WellFormed` predicates

Add option to `mir::MutVisitor` to not invalidate CFG.
This also applies that option to some uses of the visitor. I had considered a design more similar to #100087 in which we detect if the CFG needs to be invalidated, but that is more difficult with the visitor API and so I decided against it. Another alternative to this design is to offer an API for "saving" and "restoring" CFG caches across arbitrary code. Such an API is more general, and so we may eventually want it anyway, but it seems overkill for this use case.

After some investigation it seemed that [`cmd!`](51705698bd/crates/sourcegen/src/lib.rs (L139)) didn't execute the expected (stable) rustfmt.
A simple `xshell` test failed too:

Spawning `cargo +stable fmt version` [failed too](https://github.com/rust-lang/rustup/issues/3036) with `error: no such subcommand: +stable`.
Only `rustup run stable` worked fine for both `cargo` and `fmt`.

Add more constructors and entry-APIs for la-arena
`la-arena` on crates.io is quite helpful when just a thin wrapper for Vec with u32 indices is needed.
But the current API is not ergonomic enough.
This PR
- Adds `ArenaMap::new`. Not sure why only `Arena` has it now.
- Adds `Arena{,Map}::with_capacity` for known-size storage.
- Adds entry-API for `ArenaMap` for easier `.entry(idx).or_default().push(value)` or `.entry(idx).or_insert(...)` operations.
Don't switch workspace on vfs file changes from libraries
When r-a starts up, it starts switching the workspace before all vfs
events have been processed which causes us to switch workspace multiple
times until all vfs changes have been processed. This scales with the
size of the project and its dependencies. If workspace files from
dependencies as well as the sysroot get loaded, we shouldn't switch
the workspace as those have no impact on the project workspace.
Add test for raw-dylib with an external variable
All existing tests of link kind `raw-dylib` only validate the ability to link against functions, but it is also possible to link against variables.
This adds tests for linking against a variable using `raw-dylib` both by-name and by-ordinal.

There is still the problem that all the diagnostics are cleared, only clearing diagnostics of the relevant workspace isn't easily doable though I think, will have to dig into that
Always create elided lifetimes, even if inferred.
`PathSource` gives the context in which a path is encountered. The same `PathSource` is used for the full path and the `QSelf` part.
Therefore, we can only rely on `PathSource` to know whether typechecking will be able to infer the lifetimes, not whether we need to insert them at all.
