Move `x test --skip` to be part of `--exclude`

`--skip` is inconsistent with the rest of the interface and redundant with `--exclude`.
Fix --exclude to work properly for files and directories rather than having a separate flag.

rust-analyzer logo

rust-analyzer is a modular compiler frontend for the Rust language. It is a part of a larger rls-2.0 effort to create excellent IDE support for Rust.
