* minimize inconsistent/invisible whitespace

- consistent indentation (either spaces-only, tabs, *or* tabs with following spaces [for indentation])
- no internal/invisible tabs
- no trailing whitespace
- EOF EOLNs

858b0a9e9f head: use std::io::copy() with TakeLines reader
Replace the custom `split::walk_lines()` function with a call to
`std::io::copy()`, using a new `TakeLines` reader as the source and
`stdout` as the destination. The `TakeLines` reader is an adaptor that
scans the bytes being read for line ending characters and stops the
reading after a given number of lines has been read (similar to the
`std::io::Take` adaptor).

This change

* makes the `read_n_lines()` function more concise,
* allows it to mirror the implementation of `read_n_bytes()`,
* increases the speed of `head -n NUM`.

429e1d0f12 head: use default() instead of new() for options
Remove the `HeadOptions::new()` function in favor of the `Default`
implementation. Both were implemented, but only `Default::default()` is
needed.

d06c074829 Run clippy on the full workspace
These lints were cluttering up the "problems" tab in my VS
Code. `--workspace` fixes the disparity.

252220e9eb refactor/uucore ~ make util_name and execution_phrase functions
Since util_name and execution_phrase no longer rely on features that are
only available to macros, they may as well be plain functions.

2ebca384c6 all utils: enable wrap_help
This makes clap wrap the help text according to the terminal width,
which improves readability for terminal widths < 120 chars,
because clap defaults to a width of 120 chars without this feature.

* add tests for each flag that takes NUM/SIZE arguments
* fix bug in tail where 'quiet' and 'verbose' flags did not override each other POSIX style

bc9db289e8 head: add abstractions for "all but last n lines"
Add some abstractions to simplify the `rbuf_but_last_n_lines()`
function, which implements the "take all but the last `n` lines"
functionality of the `head` program. This commit adds

- `RingBuffer`, a fixed-size ring buffer,
- `ZLines`, an iterator over zero-terminated "lines",
- `TakeAllBut`, an iterator over all but the last `n` elements of an
  iterator.

These three together make the implementation of
`rbuf_but_last_n_lines()` concise.

eeef8290df head: display errors for each input file
Change the behavior of `head` to display an error for each problematic
file, instead of displaying an error message for the first problematic
file and terminating immediately at that point. This change now matches
the behavior of GNU `head`.

Before this commit, the first error caused the program to terminate
immediately:

    $ head a b c
    head: error: head: cannot open 'a' for reading: No such file or directory

After this commit:

    $ head a b c
    head: cannot open 'a' for reading: No such file or directory
    head: cannot open 'b' for reading: No such file or directory
    head: cannot open 'c' for reading: No such file or directory

659bf58a4c head: print headings when reading multiple files
Fix a bug in which `head` failed to print headings for `stdin` inputs
when reading from multiple files, and fix another bug in which `head`
failed to print a blank line between the contents of a file and the
heading for the next file when reading multiple files. The output now
matches that of GNU `head`.

6539b8c6b9 maint/deps ~ change version specification for dependencies between sub-packages
- refactor internal version specifications to be ">=M.m.p" (where M.m.p is *already published*)

## [why]

Loosening internal version dependencies decreases the coupling between packages such
that packages can be published in a looser order. It allows the packages to be version
updated and published in tandem (ie, by using `cargo workspace ...`). Once published,
the internal versions can then be updated (again, to an *already published* package
version), as needed.
