`pyproject.toml` says the minimum requirement is python 3.9, no need to test on 3.7.
Actually `setuptools 68.1.0+` requires `python 3.8+`.

Lack of `fi` resulted in a syntax error.
Also, change `;` to `||` to ensure it builds successfully on architectures other than `linux/arm/v7`.
