[FL-835] Factory reset. Cli refactoring. (#466)
* ApiHal: add boot flags. Internal storage: add factory reset. * Bootloader: correct doxygen comment format. * Cli: change cli callback signature. Applications: update API usage. Add factory_reset cli command.
