Michal Simek bcbb046bd5 microblaze: timer: Prepare for device-tree initialization
Fix CONFIG_SYS_HZ usage in board config.

Do not use hardcoded value. Use CONFIG_SYS_HZ instead.
Separate static configuration to single block.
