Move the main symbol for Freescale Fman Ethernet controller option to Kconfig. Also migrate the CONFIG_SYS_QE_FMAN_FW_IN_xxx macros and rename the SPIFLASH one to follow the same format as all of the others. To do this fully we need to migrate CONFIG_QC, do so.
