Vincent Chen 219cb17311 board: sifive: unmatched: reset USB hub, PCIe-USB bridge, and ULPI device in SPL 
Ensure USB hub, PCIe-USB bridge, and ULPI device to be reset
even if the rebooting is without power-cycling.
