db7516b635 board: Remove essentially empty board files and Makefiles 
As part of reviewing a new platform, Daniel Schwierzeck noted that we
can have an empty Makefile in the board directory and don't need an
empty board.c file as well.  Further with further cleanup in the
Makefile we can now omit the Makefile entirely. Remove a number of now
unnecessary board.c and Makefiles.

165bc9cccf board: edgeble: Fix neural-compute-module-2 board name 
The board should be RV1126-NEU2 instead RV1126-ECM0.

Fix the wrong name.

b8f1ca9540 board: rockchip: Add Edgeble Neu2 IO Board 
Neural Compute Module 2(Neu2) IO board is an industrial form factor
IO board from Edgeble AI.

General features:
- microSD slot
- MIPI DSI connector
- 2x USB Host
- 1x USB OTG
- Ethernet
- mini PCIe
- Onboard PoE
- RS485, RS232, CAN
- Micro Phone array
- Speaker
- RTC battery slot
- 40-pin expansion

Neu2 needs to mount on top of this IO board in order to create complete
Edgeble Neural Compute Module 2(Neu2) IO platform.

Add support for it.
