We are now using an env_ prefix for environment functions. Rename setenv()
for consistency. Also add function comments in common.h.

Convert IGEP board to use UBI volumes for U-Boot, its environment and
kernel. With exception of first four sectors read by SoC BootROM whole
NAND is UBI managed.
