Introduce the code in mach-stm32mp and the configuration file
stm32mp13_defconfig for the new STM32MP family.

Add a configuration file "stm32mp15_st_common.h" to handle the
STMicroelectronics boards configuration and rename stm32mp1.h to
"stm32mp15_common.h" to handle the generic STM32MP15x series configuration.
The configuration file "dh_stm32mp1.h" is also renamed to
"stm32mp15_dh_dhcom" for the configuration of board based on the
dhelectronics STM32MP15x SOM.
In the STMicroelectronics board configuration the default bootcmd
"bootcmd_stm32mp" is updated to only select the extlinux file found on
SD-Card on STM32MP15x EV1 for boot from NOR device.

Split the board and SOC support for STM32MP15x family and
prepare the introduction of new boards with STM32MP15x.
This path define the 2 configurations:
- STM32MP15x: STM32MP15x soc support (new)
- TARGET_ST_STM32MP15x: STMicroelectronics board support (choice)

Move CONFIG_ENV_SECT_SIZE and CONFIG_ENV_OFFSET in stm32mp15_*_defconfig
for ST board with NOR support (STM32MP15xx-EV1 boards)
- CONFIG_SECT_SIZE values = the max supported NOR erase size (256KB)
- CONFIG_ENV_OFFSET = offset for NOR (ENV_IS_IN_SPI_FLASH)
This Patch prepares the U-Boot support of boards with STM32MP15x SOC
not provided by STMicroelectronics.

Move the ST command in board/st/common, as this command is only used
by ST board. Prepare the support in U-Boot of boards with STM32MP15x
SOC but not STMicroelectronics.

As for Audio codec IC, HDMI IC is not "IO safe".
HDMI regulators (v3v3 and v1v2) must be enabled to allow
I2C1 bus usage. HDMI IC must be under reset during power up
and keep HDMI and AUDIO devices in reset while they are not
used in U-Boot to keep them in low power mode
(each device can be kept in reset independently keeping their
power supplies ON until kernel).
