In the spirit of using the same base name for all of these related macros,
rename this to have the operation at the end. This is not widely used so
the impact is fairly small.

Move this header out of the common header. Network support is used in
quite a few places but it still does not warrant blanket inclusion.
Note that this net.h header itself has quite a lot in it. It could be
split into the driver-mode support, functions, structures, checksumming,
etc.

Add support for MediaTek MT8516 SoC. This include the file
that will initialize the SoC after boot and its device tree.
