Linux displays the real PCIe card connected to a mvebu PCIe slot as
device 0, not 1. This is done by setting local dev number to 1, so that
the local "Marvell Memory controller" device is on address 1.
Let's do it also in U-Boot.
With this commit the pci command in U-Boot prints something like:
=> pci

Refactor validation of bdf parameter in mvebu_pcie_read/write_config
functions.
We can simplify the code by putting the validation into separate
function.
Also there are always only two devices visible on local bus:
* on slot configured by function mvebu_pcie_set_local_dev_nr()
(by default this register is set to 0) there is a
"Marvell Memory controller", which isn't useful in root complex
mode,
* on all other slots the real PCIe card connected to the PCIe slot.
We can simplify the code even more by simply allowing access only to
the real PCIe card.

This patch changes the PCI config routines in the Armada XP / 38x driver
to not allow access to the PCIe root ports.
While updating the Armada XP based theadorable to the latest mainline

bridge was being configured incorrectly. Resulting in the PCIe Intel
WiFi was not working correctly in Linux. With this patch applied, all
PCIe devices work without any issues in Linux again.

Move this out of the common header and include it only where needed. In
a number of cases this requires adding "struct udevice;" to avoid adding
another large header or in other cases replacing / adding missing header
files that had been pulled in, very indirectly. Finally, we have a few
cases where we did not need to include <asm/global_data.h> at all, so
remove that include.

We use 'priv' for private data but often use 'platdata' for platform data.
We can't really use 'pdata' since that is ambiguous (it could mean private
or platform data).
Rename some of the latter variables to end with 'plat' for consistency.

This construct is quite long-winded. In earlier days it made some sense
since auto-allocation was a strange concept. But with driver model now
used pretty universally, we can shorten this to 'auto'. This reduces
verbosity and makes it easier to read.
Coincidentally it also ensures that every declaration is on one line,
thus making dtoc's job easier.

At present dm/device.h includes the linux-compatible features. This
requires including linux/compat.h which in turn includes a lot of headers.
One of these is malloc.h which we thus end up including in every file in
U-Boot. Apart from the inefficiency of this, it is problematic for sandbox
which needs to use the system malloc() in some files.
Move the compatibility features into a separate header file.

calls to pci_set_region.
I found out that for some strange reason the ath10k driver in kernel
fails to work if this is done the other way around.
I know that Linux's driver should not depend on how U-Boot does things,
but for some strange reason it does and this seems to be the simplest
solution. Fix it since it caused regressions on Omnia.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Armada XP has support for X4 lanes, boards specify this in their
serdes_cfg. During PEX init in high_speed_env_lib.c, the configuration
is stored in GEN_PURP_RES_2_REG.
When enumerating PEX, subsequent interfaces of an X4 lane must be
skipped. Otherwise the enumeration hangs up the board.
The way this is implemented here is not exactly beautiful, but it mimics
how Marvell's BSP does it. Alternatively we could get the information
using board_serdes_cfg_get(), but that won't lead to clean code, either.
