Setting DM_FLAG_PRE_RELOC for Armada 3720 clock drivers (TBG and
peripheral clocks) makes it possible for serial driver to retrieve clock
rates via clk API.

At present some drivers use -ENOSUPP to indicate that an unknown or
unsupported clock is used. Most use -EINVAL, indicating an invalid value,
so convert everything to that.

This construct is quite long-winded. In earlier days it made some sense
since auto-allocation was a strange concept. But with driver model now
used pretty universally, we can shorten this to 'auto'. This reduces
verbosity and makes it easier to read.
Coincidentally it also ensures that every declaration is on one line,
thus making dtoc's job easier.

Register value table for DDR PHY clock divider are wrong. They should be
0 or 1 for divide-by-2 or divide-by-4, respectively. Not 1 or 2. Current
values do not make sense, since 2 cannot be achieved, because the
register is only 1 bit long (mask is set to 1).
This fixes clk dump reporting DDR PHY clock rate differently from Linux.

At present dm/device.h includes the linux-compatible features. This
requires including linux/compat.h which in turn includes a lot of headers.
One of these is malloc.h which we thus end up including in every file in
U-Boot. Apart from the inefficiency of this, it is problematic for sandbox
which needs to use the system malloc() in some files.
Move the compatibility features into a separate header file.

Add support for changing clock rate and parent clock for Armada 37xx
peripheral clocks.
Only clocks which can be disabled (.can_gate is true) can have parent
or rate changed.
This is needed so that Turris Mox can change SPI clock in device tree.

The drivers are based on Linux driver by Gregory Clement.
The TBG clocks support only the .get_rate method.
- since setting rate is not supported, the driver computes the rates
when probing and so subsequent calls to the .get_rate method do not
read the corresponding registers again
The peripheral clocks support methods .get_rate, .enable and .disable.
- the .set_parent method theoretically could be supported on some clocks
(the parent would have to be one of the TBG clocks)
- the .set_rate method would have to try all the divider values to find
the best approximation of a given rate, and it doesn't seem like
this should be needed in U-Boot, therefore not implemented
