de58ac49a5 armv8: psci: skip setup code if we are not EL3
If we are running in EL2 skip PSCI implementation setup. This avoids an
exception if CONFIG_ARMV8_PSCI is set, but u-boot is started by TF-A.

90526e9fba common: Drop net.h from common header
Move this header out of the common header. Network support is used in
quite a few places but it still does not warrant blanket inclusion.

Note that this net.h header itself has quite a lot in it. It could be
split into the driver-mode support, functions, structures, checksumming,
etc.

d491dc09e4 t210: do not enable PLLE and UPHY PLL HW PWRSEQ
This commit removes the programming sequence that enables PLLE and UPHY
PLL hardware power sequencers. Per TRM, boot software should enable PLLE
and UPHY PLLs in software controlled power-on state and should power
down PLL before jumping into kernel or the next stage boot software.

Adds call to board_cleanup_before_linux to facilitate this.

36bf446b64 common: Move enable/disable_interrupts out of common.h
Move these two functions into the irq_funcs.h header file. Also move
interrupt_handler_t as this is used by the irq_install_handler() function.

9edefc2776 common: Move some cache and MMU functions out of common.h
These functions belong in cpu_func.h. Another option would be cache.h
but that code uses driver model and we have not moved these cache
functions to use driver model. Since they are CPU-related it seems
reasonable to put them here.

Move them over.

83d290c56f SPDX: Convert all of our single license tags to Linux Kernel style
When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from.  So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry.  Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents.  There's also a few places where I found we did not have a tag
and have introduced one.

8ed02bc2d9 armv8: add simple sdelay implementation
The sunxi DRAM setup code needs an sdelay() implementation, which
wasn't defined for armv8 so far.
Shamelessly copy the armv7 version and adjust it to work in AArch64.

9a561753ce ARMv8: Setup PSCI memory and device tree
Newly add ARMv8 PSCI needs to be initialized, be copied or reserved in right
place, this patch does all the setup steps.
