In case the ops is not implemented, return 0 in the core right away.
This is better than having multiple copies of functions which just
return 0 in each reset driver. Drop all those empty functions.

This construct is quite long-winded. In earlier days it made some sense
since auto-allocation was a strange concept. But with driver model now
used pretty universally, we can shorten this to 'auto'. This reduces
verbosity and makes it easier to read.
Coincidentally it also ensures that every declaration is on one line,
thus making dtoc's job easier.

This function name conflicts with our desire to #define free() to
something else on sandbox. Since it deals with resources, rename it to
rfree().
