To make sure the panic and the reset messages will go out, console flush() should be used.
Sleep periods do not work in early u-boot phase when timer driver is not initialized yet.

At present panic() is in the vsprintf.h header file. That does not seem
like an obvious choice for hang(), even though it relates to panic(). So
let's put hang() in its own header.

To allow panic and panic_str to still be used when using tiny-printf,
split them out into their own file which gets build regardless of what
printf implementation is used.
