When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Thomas reported U-Boot failed to build host tools if libfdt-devel
package is installed because tools include libfdt headers from
/usr/include/ instead of using internal ones.
This commit moves the header code:
include/libfdt.h -> include/linux/libfdt.h
include/libfdt_env.h -> include/linux/libfdt_env.h
and replaces include directives:
#include <libfdt.h> -> #include <linux/libfdt.h>
#include <libfdt_env.h> -> #include <linux/libfdt_env.h>

This patch adds changes necessary to move functionality present in
PowerPC folders with ARM architectures that have DPAA1 QBMan hardware
- Create new board/freescale/common/fsl_portals.c to house shared
device tree fixups for DPAA1 devices with ARM and PowerPC cores
- Add new header file to top includes directory to allow files in
both architectures to grab the function prototypes
- Port inhibit_portals() from PowerPC to ARM. This function is used in
setup to disable interrupts on all QMan and BMan portals. It is
needed because the interrupts are enabled by default for all portals
including unused/uninitialised portals. When the kernel attempts to
go to deep sleep the unused portals prevent it from doing so

Not all portals might be managed and therefore visible.
Set the isdr register so that the corresponding isr register
won't be set. This is required when supporting power management.

Missing nodes of crypto, pme, etc in device tree is not a fatal error.
Setting up the qman portal should skip the missing node and continue
to finish the rest.

The 'fsl,pme-rev1' and 'fsl-pme-rev2' properties have been added to the
pme portal node. This is required for software to determine which version
of PME hardware is present and take appropriate actions.
These properties are a direct reflection of the corresponding ccsr pme
register value.
Also removed unnecessary static global variables.

Because QMan3.0 and BMan2.1 used ip_cfg in ip_rev_2 register to differ the
total portal number, buffer pool number etc, we can use this info to limit
those resources in kernel driver.

This patch is intended to initialize RMan LIODN related registers on
P2041, P304S and P5020 SocS. It also adds the "rman@0" child node to
qman-portal nodes, adds "fsl,liodn" property to RMan inbound block nodes.

Add ifdef protection around fman specific code related to device tree
clock setup. If we dont have CONFIG_SYS_DPAA_FMAN defined we shouldn't
be executing this code.

The ePAPR specification says that phandle properties should be called
"phandle", and not "linux,phandle". To facilitate the migration from
"linux,phandle" to "phandle", we update fdt_qportal() to use the new
function, fdt_create_phandle(). This function abstracts the creation of
phandle properties.

There are some differences between CoreNet (P2040, P3041, P5020, P4080)
and and non-CoreNet (P1017, P1023) based SoCs in what features exist and
the memory maps.
* Rename various immap defines to remove _CORENET_ if they are shared
* Added P1023/P1017 specific memory offsets
* Only setup LIODNs or LIODN related code on CORENET based SoCs
(features doesn't exist on P1023/P1017)

"portals" as access into the Data Path subystem as well as Logical IO
Device Numbers (LIODN) that are used for the IOMMU (PAMU).
