Following how it's done for the majority of drivers, add a new
VIDEO_EXYNOS option and Kconfig file under drivers/video/exynos and list
the current options there.

- In a number of cases, use CONFIG_ARCH_EXYNOS[45] rather than
CONFIG_EXYNOS[45]
- In other cases, test for CONFIG_ARCH_EXYNOS or CONFIG_ARCH_S5PC1XX
- Migrate specific SoC CONFIG values to Kconfig
- Use CONFIG_TARGET_x rather than CONFIG_x
- Migrate other CONFIG_EXYNOS_x symbols to Kconfig
- Reference CONFIG_EXYNOS_RELOCATE_CODE_BASE directly as EXYNOS_RELOCATE_CODE_BASE
- Rename CONFIG_S5P_PA_SYSRAM to CONFIG_SMP_PEN_ADDR to match the rest
of U-Boot usage.

- In ARMv8 NXP Layerscape platforms we also need to make use of
CONFIG_SYS_RELOC_GD_ENV_ADDR now, do so.
- On ENV_IS_IN_REMOTE, CONFIG_ENV_OFFSET is never used, drop the define
to 0.
- Add Kconfig entry for ENV_ADDR.
- Make ENV_ADDR / ENV_OFFSET depend on the env locations that use it.
- Add ENV_xxx_REDUND options that depend on their primary option and
SYS_REDUNDAND_ENVIRONMENT
- On a number of PowerPC platforms, use SPL_ENV_ADDR not CONFIG_ENV_ADDR
for the pre-main-U-Boot environment location.
- On ENV_IS_IN_SPI_FLASH, check not for CONFIG_ENV_ADDR being set but
rather it being non-zero, as it will now be zero by default.
- Rework the env_offset absolute in env/embedded.o to not use
CONFIG_ENV_OFFSET as it was the only use of ENV_OFFSET within
ENV_IS_IN_FLASH.
- Migrate all platforms.

Replace CONFIG_ENV_SPI_BASE by the better CONFIG_SYS_SPI_BASE
(it is not the location for environment but the location for U-Boot)
and, as it is the only platform with use this define, remove
it from whitelist.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Update several boards to use driver model for video. This involves changes
to the EDP and FIMD (frame buffer) drivers. Existing PWM, simple-panel and
pwm-backlight drivers are used. These work without additional configuration
since they use the device tree settings in the same way as Linux.
Boards converted are:
- snow
- spring
- peach-pit
- peach-pi
All have been tested. Not converted:
- MIPI display driver
- s5pc210_universal
- smdk5420
- smdk5250
- trats
- trats2

Many options are duplicated on the exynos5 boards. Move these to the common
files. Also some options are not used so can be removed.

Since both I2C and SPI are converted to Kconfig, we can convert cros_ec
to Kconfig for these buses.
LPC will need to wait until driver mode PCI is available.

This replaces the existing CONFIG_BOOTCOMMAND for exynos5250 and 5420.
exynos4 platforms seem to have existing complex extra env configuration for
booting and so are excluded here. Hence the bootcmd.h is added to
exynos5-common.h.
I have build tested on all exynos platforms (MAKEALL -s exynos), but only boot
tested on arndale.

These boards do not in fact have a Chrome OS EC, nor a TPS565090 PMIC, so
move the settings into a separate common file to be used by those that need
it.
