The rest of the unmigrated CONFIG symbols in the CONFIG_SYS_SDRAM
namespace do not easily transition to Kconfig. In many cases they likely
should come from the device tree instead. Move these out of CONFIG
namespace and in to CFG namespace.

sh7751 platform uses standard format of Config Address for PCI
Configuration Mechanism #1.
Commit 72c2f4acd7 ("pci: sh7751: Convert to DM and DT probing") which did
conversion of PCI sh7751 driver to DM, broke access to config space as that
commit somehow swapped device and function bits in config address.
Fix all these issues by using new U-Boot macro PCI_CONF1_ADDRESS() which
calculates Config Address correctly.
Also remove nonsense function sh7751_pci_addr_valid() which was introduced
in commit 72c2f4acd7 ("pci: sh7751: Convert to DM and DT probing")
probably due to workarounded issues with mixing/swapping device and
function bits of config address which probably resulted in non-working
access to some devices. With correct composing of config address there
should not be such issue anymore.

At present this method uses a non-const udevice pointer, but the call
should not modify the device. Use a const pointer.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

For ease of use and accounting a condition that on SH4
pci_phys_to_bus() and pci_bus_to_phys() are one in one mappings due to
unimplemented __iomem() conversion, this change fixes access to SDRAM
memory by PCI devices.
This change also generalizes PCI system memory configuration, which is
taken from board specific defines rather than hardcoded in the PCI
host driver.

The change actually maps PCI I/O window to the same address on PCI bus
as it is stated by a comment, before the change transfers to the PCI I/O
space are failed due to misconfiguration of the most significant 14 bits
of the PCI address in PCIIOBR (note that it is set to 0x0).
Most probably the problem remained unnoticed, because communcation
to all tested PCI devices is done over PCI memory space only.
