When we do not have bootstage enabled, rather than include an empty
dummy function, we just don't reference it. This saves us space in some
tight builds. This also shows a few cases where show_boot_progress was
incorrectly guarded before.

Move this out of the common header and include it only where needed. In
a number of cases this requires adding "struct udevice;" to avoid adding
another large header or in other cases replacing / adding missing header
files that had been pulled in, very indirectly. Finally, we have a few
cases where we did not need to include <asm/global_data.h> at all, so
remove that include.

This patch provides information regarding the boot stage with using LEDs.
On the very beginning of U-Boot execution the GREEN LED is turned on.
When the execution is passed to Linux kernel the GREEN LED is off and
RED one is ON.
Afterwards, when Linux takes over the execution, the "heartbeat" driver
provides indication if the board is still alive.
Please also note that this patch uses {set|clr}bits_le32 macros as turning
ON GREEN LED is performed in a _very_ early stage of U-Boot execution
before DM_GPIOs are initialized.

Move this header out of the common header. Network support is used in
quite a few places but it still does not warrant blanket inclusion.
Note that this net.h header itself has quite a lot in it. It could be
split into the driver-mode support, functions, structures, checksumming,
etc.

The TPC70 can boot from SD card (debug/development) and eMMC (production).
The board_boot_order() function provides a run time check for the device
from which one wants to boot (it is selected by GPIO pins setup).
Moreover, a fallback to SD card is provided if the detection is not
possible or working properly.

The 'dhcp' command is more versatile as it allows working with the DHCP
server to obtain serverip, ipaddress and other network parameters.
The configuration necessary to obtain the serverip (dhcpd.conf):
option option-150 code 150 = ip-address;
and in the subnet definition:
option option-150 192.168.X.Y;

The 'rootpath' can be provided by DHCP server. Removing this line prevents
from overwriting it.

This patch prevents from the situation where we may end up with garbage
displayed on the LCD panel.
Such situation occurs when one performs "reboot -f" in Linux and then
stop in U-boot (or observe the garbage on the screen during boot up).
To prevent from such situation - the PWM pin is configured as GPIO and set

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.
