Zang Roy-R61911	c5729f0b1f	fman/mEMAC: set SETSP bit in IF_MODE regisgter for RGMII speed ... Some legacy RGMII phys don't have in band signaling for the speed information. so set the RGMII MAC mode according to the speed got from PHY. The multirate ethernet media access controller (mEMAC) interfaces to 10Gbps and below Ethernet/IEEE 802.3 networks via either RGMII/RMII interfaces or XAUI/XFI/SGMII/QSGMII using the high-speed SerDes interface.
