The help for CONFIG_MTD explains that it needs to be enabled for various
things like NAND, etc to be available. It however then doesn't enforce
this dependency and so if you have none of these systems present you
still need to disable a number of options. Fix this by making places
that select/imply one type of flash, but did not do the same, also do
this for "MTD". Make boards which hadn't been enabling MTD already but
need it now, do so. In a few places, disable CONFIG_CMD_MTDPARTS as it
wasn't previously enabled but was now being implied.

While NFS is widely used in data centres, and private
networks it's quite a nuanced usecase for device firmware.
A lot of devices already disable it.
Various network protocols should really be opt in, not opt
out, because they add extra size and are potential attack
vectors from a security PoV. In the NFS case it doesn't
really make sense for a lot of devices like tables, SBCs etc.
It's also something we don't really want for SystemReady-IR
due to security concerns.

The current name is inconsistent with SPL which uses CONFIG_SPL_TEXT_BASE
and this makes it imposible to use CONFIG_VAL().

- Convert a large number of CONFIG symbols to Kconfig. Of note is a
large chunk of USB symbols (and dead code removal), ensuring all
SPL/TPL/VPL symbols have an appropriate dependency, largely (but not
entirely) removing the testing of CONFIG_SPL_BUILD in board headers,
and allowing CONFIG_EXTRA_ENV_TEXT and CONFIG_EXTRA_ENV_SETTINGS to
co-exist as this facilities migration of many platforms.

- In ARMv8 NXP Layerscape platforms we also need to make use of
CONFIG_SYS_RELOC_GD_ENV_ADDR now, do so.
- On ENV_IS_IN_REMOTE, CONFIG_ENV_OFFSET is never used, drop the define
to 0.
- Add Kconfig entry for ENV_ADDR.
- Make ENV_ADDR / ENV_OFFSET depend on the env locations that use it.
- Add ENV_xxx_REDUND options that depend on their primary option and
SYS_REDUNDAND_ENVIRONMENT
- On a number of PowerPC platforms, use SPL_ENV_ADDR not CONFIG_ENV_ADDR
for the pre-main-U-Boot environment location.
- On ENV_IS_IN_SPI_FLASH, check not for CONFIG_ENV_ADDR being set but
rather it being non-zero, as it will now be zero by default.
- Rework the env_offset absolute in env/embedded.o to not use
CONFIG_ENV_OFFSET as it was the only use of ENV_OFFSET within
ENV_IS_IN_FLASH.
- Migrate all platforms.

On the NIOS2 and Xtensa architectures, we do not have
CONFIG_SYS_TEXT_BASE set. This is a strict migration of the current
values into the defconfig and removing them from the headers.
I did not attempt to add more default values in and for now will leave
that to maintainers.

cmd/Makefile has:
ifdef CONFIG_FPGA
obj-$(CONFIG_CMD_FPGA) += fpga.o
endif
which means that if CONFIG_FPGA is not set, CONFIG_CMD_FPGA silently
does nothing. Let's remove that Makefile conditional and instead express
this equivalent dependency in Kconfig, so a lot of redundant
# CONFIG_CMD_FPGA is not set
can be removed from board defconfigs that don't actually have an FPGA.

Having this as a 'default y' is rather annoying because it doesn't
actually compile unless other options are defined in the board header:

At present we support multiple environment drivers but there is not way to
select between them at run time. Also settings related to the position and
size of the environment area are global (i.e. apply to all locations).
Until these limitations are removed we cannot really support more than one
environment location. Adjust the location to be a choice so that only one
can be selected. By default the environment is 'nowhere', meaning that the
environment exists only in memory and cannot be saved.
Also expand the help for the 'nowhere' option and move it to the top since
it is the default.

We repeated partial moves for CONFIG_SYS_NO_FLASH, but this is
not completed. Finish this work by the tool.
During this move, let's rename it to CONFIG_MTD_NOR_FLASH.
Actually, we have more instances of "#ifndef CONFIG_SYS_NO_FLASH"
than those of "#ifdef CONFIG_SYS_NO_FLASH". Flipping the logic will
make the code more readable. Besides, negative meaning symbols do
not fit in obj-$(CONFIG_...) style Makefiles.
This commit was created as follows:

Since commit bb597c0eeb ("common: bootdelay: move CONFIG_BOOTDELAY
into a Kconfig option"), CONFIG_BOOTDELAY is defined for all boards.
Prior to that commit, it was allowed to unset CONFIG_BOOTDELAY to
not compile common/autoboot.c, as described in common/Makefile:

ifdef CONFIG_BOOTDELAY
obj-y += autoboot.o
endif
It was a bit odd to enable/disable code with an integer type option,
but it was how this option worked before that commit, and several
boards actually unset it to opt out of the autoboot feature.
This commit adds a new bool option, CONFIG_AUTOBOOT, and makes
CONFIG_BOOTDELAY depend on it.
I chose "default y" for this option because most boards use the
autoboot. I added "# CONFIG_AUTOBOOT is not set" for the boards that
had not set CONFIG_BOOTDELAY prior to the bad commit.
