Convert CONFIG_IP_DEFRAG to Kconfig, update defconfigs, headers
and whitelist. This patch is a follow-up on a patch by Christian
Gmeiner with the added config/header/whitelist updates.

We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

To debug device tree issues involving 32- and 64-bit platforms, it is useful to
have a generic 64-bit platform available.
Add a version of the sandbox that uses 64-bit integers for its physical
addresses as well as a modified device tree.
