All these board have also eeprom enabled that's why it is also enabled
via defconfig.
There is also no need to have zc70x specific config file that's why also
remove it.

This patch adds distro boot commands for qspi, nand and nor.
The distro boot commands now reads the script from flash offset
of 15.75MB and executes it.
Setup default location via script_offset_f to 15.75MB to match the most
xilinx reference boards for qspi, nand and set the same using
script_offset_nor to 0xE2EC0000 for nor.
256kB allocated space for script size (script_size_f) should be more
than enough to cover custom boot logic.

This patch is doing two things.
1. Exchanging order of boot commands. distro_bootcmd is run first
followed by Xilinx boot command.
2. Remove CONFIG_BOOTCOMMAND from configs (and follow mainline) by
creating Xilinx distribution bootcommand and wiring it as the last
bootcommand.
QSPI, NAND distribution boot command will be added later.

This patch enables CONFIG_REMAKE_ELF for Zynq platform
so that it generates u-boot.elf from binary which works
for all Zynq boards with OF_SEPARATE option enabled.

We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Boards have an option to rewrite variable locations in their own board
files. This is necessary for qspi and nand configurations where boot
image can be bigger then 896k(current limit).

Migrate the option CONFIG_SPL_FRAMEWORK and make this gate most of the
current set of options we have in Kconfig. We will need to have some
options available for SPL and !SPL_FRAMEWORK so this is important. In a
few cases we re-order existing options so that we have less escapes from
the SPL_FRAMEWORK guard.

fat.h unconditionally defines CONFIG_SUPPORT_VFAT (and has done since
2003), so as a result VFAT support is always enabled regardless of
whether a board config defines it or not. Drop this unnecessary option.

Distro boot allows devices to boot using standardized boot methods by
default. This can be very handy for distributions that want to run on
different platforms.
This patch moves the zynq platform to use its old, zynq specific boot
method first and then fall back to distro boot. That way supporting
Linux distributions like openSUSE is much easier.

This converts the following to Kconfig:

CONFIG_ENV_IS_IN_UBI

In fact this already exists for sunxi as a 'choice' config. However not
all the choices are available in Kconfig yet so we cannot use that. It
would lead to more than one option being set.
In addition, one purpose of this series is to allow the environment to be
stored in more than one place. So the existing choice is converted to a
normal config allowing each option to be set independently.
There are not many opportunities for Kconfig updates to reduce the size of
this patch. This was tested with
./tools/moveconfig.py -i CONFIG_ENV_IS_IN_MMC
And then manual updates. This is because for CHAIN_OF_TRUST boards they
can only have ENV_IS_NOWHERE set, so we enforce that via Kconfig logic
now.

Now that these symbols are in Kconfig, migrate all users. Use imply on
a number of platforms that default to having this enabled. As part of
this we must migrate some straglers for CMD_FAT and DOS_PARTITION.
