The IMX28 PMU (Power Management Unit) has a dedicated Linear Regulator
to produce (by default) 4.2V output - available outside the chip as
VDD_4P2.
When system is supposed to not use VDD5V as a main power source - instead
the DCDC_BATT is used; it is safe to disable this regulator.
As the in-PMU DCDC switching regulator (from which DCDC_VDDA, DCDC_VDDIO
and DCDC_VDDD are generated) can be driven from DCDC_BATT or output
of this 4P2 regulator - by disabling the latter the use of the DCDC_BATT
is forced.
To be more specific - according to NXP's AN4199 the DCDC_BATT source is
preferred (over VDD5V), as more efficient and stable source for
industrial applications.

This new Kconfig option allows disabling the in-PMU battery charging
block. This may be required when DCDC_BAT source is powered not from
battery, but from already regulated, good quality source.

This option sets the current limit for 5V source to zero, so all
the PMU outputs are primarily powered from battery source (DCDC_BAT).
This option may be set on systems, where the 5V is NOT supposed to be
in any scenario powering the system - for example on systems where
DCDC_BAT is connected to fixed and regulated 4.2V source (so the
"battery" is not present).

The imx28 uses following voltage supplies hierarchy:
VDD_5V (VDD_BAT) -> VDDIO -> VDDA -> VDDMEM
\-----> VDDD
One shall first enable DCDC on the parent source (VDDIO) and then
follow with its children.

At present panic() is in the vsprintf.h header file. That does not seem
like an obvious choice for hang(), even though it relates to panic(). So
let's put hang() in its own header.

According to IMX28CEC rev. 4, 10/2018, Table 15. Recommended Operating
Conditions, page 16, the VDDD should be set to 1.55V when the CPU is
operating at 454MHz. This is the case in U-Boot, hence increase the
VDDD voltage. This fixes instability when performing TFTP transfers.
Increase the brownout threshold to 1.4V. The documentation recommends
1.45V setting for the brownout, however, this triggers failure during
power block init, so keep the brownout slightly lower.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

For some board designs, it might be useful to switch the DC-DC
clock source to something else rather the default 24 MHz, e.g.
for EMI reasons.
For this, override the mxs_power_setup_dcdc_clocksource function
in your board support files.

At the moment, the desired brownout is at 1.0V. However,
this setting cannot be realized by hardware since we have
only 3 bits to represent the voltage difference from the
target value.
Target value is 1500 mV, brownout target is 1000 mV,
voltage steps are 25 mV.
Register content calculation:
(1500 [mV] - 1000 [mV]) / 25 [mV] = 20 (decimal) = 0x14
Register takes only 3 bits, that is 0x4.
But 0x4 * 25 [mV] = 100 [mV], that means that actual
brownout level is 1500 [mV] - 100 [mV] = 1.4 V.
Minimum possible BO level is
1500 [mV] - 0x7 * 25 [mV] = 1315 [mV].
So lets use this value as desired BO value (which is
also the same as FSL bootlets use).

In case the DC-DC is already enabled mxs_enable_4p2_dcdc_input() returns
without reenabling brown out detection. So fix this issue by
moving the return before brown out deactivation.

Section 4.1.2 of Freescale Application Note AN4199 describes the
configuration required to operate the mx28 from a 5V source without a
battery.
This patch changes the behaviour of the dropout control of the DC-DC
converter (refer to section 11.12.9 of the mx28 Application Processor
Reference Manual - Document Number: MCIMX28RM, Rev 2, 08/2013) to the
following:
- Always use 4P2 Linear Regulator if CONFIG_SYS_MXS_VDD5V_ONLY is defined
- Switch between 4P2 Linear Regulator and Battery, using whichever has
the highest voltage if CONFIG_SYS_MXS_VDD5V_ONLY isnot set (this is
the same as the pre-patch behaviour)

It is difficult to track down fail to boot issues in the mxs SPL.
Implement the following to make it easier:
- Add debug outputs to allow tracing of SPL progress in order to track
where failure to boot occurs. DEUBUG and CONFIG_SPL_SERIAL_SUPPORT must
be defined to enable debug output in SPL
- Add TODO comments where it is not clear if the code is doing what it
is meant to be doing, even tough the board boots properly (these comments
refer to existing code, not to any code added by this patch)

The Linux-compatible macro DIV_ROUND_CLOSEST is a bit more flexible
and safer than DIV_ROUND.
For example,
foo = DIV_ROUND_CLOSEST(x, y++)
works expectedly, but
foo = DIV_ROUND(x, y++)
does not. (y is incremented twice.)

In case the board detected sufficient voltage for battery boot,
make sure the DCDC converter is ON and the board is not running
only from linregs, otherwise an instability will be observed.

The AUTO_RESTART flag of HW_RTC_PERSISTENT0 register will
power up the chip automatically 180ms after power down.
This bit must be enabled by the boot loader to ensure the
target can start upon hardware reset or watchdog reset
even when powered from a battery.
Currently the function named 'mxs_power_clear_auto_restart()'
is setting this flag although the 'clear' in its name suggest
the opposite.
This patch renames the function to 'mxs_power_set_auto_restart()'
and removes the comment about EVK revision A which was confusing
because the function indeed was setting the flag.

The VDDMEM ramped up in very weird way as it was horribly misconfigured.
Instead of setting up VDDMEM in one swipe, let it rise slowly the same
way as VDDD and VDDA in spl_power_init.c and then only clear ILIMIT before
memory gets inited. This makes sure the VDDMEM rises sanely, not jumps up
and down as it did till now.
The VDDMEM prior to this change did this:

Moreover, VDDIO on MX23 uses 25mV steps while MX28 uses 50mV steps,
fix this difference too.

Implement common function to setup the VDDIO, VDDD and VDDA voltage.
Right now, there are two almost identical functions to setup VDDIO
and VDDD, which is prone to breakage. Pull out the differences into
constant structure and pass them as an argument to the common function.
Moreover, the function has almost identical loops for setting higher
and lower VDDx voltage. Merge these two loops.
