Since commit e02ee2548a (kconfig: switch to single .config
configuration), the prefixes in defconfig files such as "+S:",
"+ST:", etc., are meaningless.
This commit was generated by the following command:
find configs -name '*_defconfig' | xargs sed -i 's/^+*S*T*://'

Becuase the board select menu in arch/arm/Kconfig is too big,
move the Tegra board select menu to tegra/Kconfig.
Insert the Tegra SoC select menu between the arch select and the
board select.

Consolidate also common settings (CONFIG_SYS_CPU="armv7" and
