This board is using floating point arithmetic to display
the SST39VF6401B flash size.
This actually generates errors with toolchains without
appropriate sw fp math functions available.
SST39VF6401B is the only flash for wich the size is displayed,
it's size is 8192KB and floating point calculation seems not
needed. Removing it.

The rest of the unmigrated CONFIG symbols in the CONFIG_SYS namespace do
not easily transition to Kconfig. In many cases they likely should come
from the device tree instead. Move these out of CONFIG namespace and in
to CFG namespace.

This converts the following to Kconfig:

CONFIG_SYS_FLASH_WRITE_TOUT
In practice, for two m68k platforms we move to hard-coding with a
comment the timeout values, rather than try and make convoluted Kconfig
logic. We add options for the write and erase options to the pic32
flash driver, as this driver does make use of them. Everywhere else
these are unreferenced values.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

The function 'spin_wheel' is declared as inline, but not static and thus
we see warnings that 'w' and 'p' are declared static in a non-static
inline function. Correct this by marking spin_wheel as static inline.

The cause of the warning is like this:
The for statement iterates 2048 times in flash_get_offsets() func.
(Notice CONFIG_SYS_SST_SECT is defined as 2048)
The last iteration does
info->start[2048] = info->start[2047] + CONFIG_SYS_SST_SECTSZ;
causing an undefined behavior.
(Please note the array size of info->start is 2048.
CONFIG_SYS_MAX_FLASH_SECT is defined as 2048 for this board.)
This commit fixes that so as not to overrun the info->start array.
