On x86 platforms the EC provides a way to read 'switches', which are
on/off values determined by the EC.
Add a new driver method for this and implement it for LPC.

Erasing the flash can take over a second on some devices and the EC is
not responsive during this time. Update the timeout to 5 seconds to cope
with this.

At present version 3 messages are only supported on SPI. Add support for
using LPC as well, as used on samus.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

The U-Boot device trees are slightly different in a few places. Adjust them
to remove most of the differences. Note that U-Boot does not support the
concept of interrupts as distinct from GPIOs, so this difference remains.
For sandbox, use the same keyboard file as for ARM boards and drop the
host emulation bus which seems redundant.

There is no need to support old style EC moving forward. Ultimately we
should get rid of the check_version() API. For now just return error
in case the EC does not seem to support the new API.
