The way all of the memory init code here works is that we pass
0xDEADBEEF around for the initial value (as it's a well known 'poison'
value and so easily recognized in debuggers, etc). The only point of
this CONFIG symbol was to pass in a different value for that purpose.
Drop this symbol and cleanup the code slightly.

These symbols are now either unused or were only used within the config
file to determine other logic, which could be done in a way that doesn't
further pollute the CONFIG namespace.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Commit 359ec49319 broke support for the
Freescale DMA engine on the 83xx parts. This is due to using registers
which do not exist on 83xx. Remove the attribute register accesses from
the 83xx build.

Make DMA transactions snoopable so that CPUs can keep caches up-to-date.
This allows dma transactions to be used for operations such as memory
copies without any additional cache control operations.

The Channel Start (CS) bit in the Mode Register (MR) should actually be
cleared as the comment in the code suggests. Previously, CS was being
set, not cleared.
Assuming normal operation of the DMA engine, this change shouldn't have
any real affect.
