When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

In binutils-2.25, the _GLOBAL_OFFSET_TABLE_ symbols defined by PROVIDE in
u-boot.lds overrides the linker built-in symbols
(https://sourceware.org/git/gitweb.cgi?p=binutils-gdb.git;a=commitdiff;
h=b893397a4b1316610f49819344817715e4305de9),
so the linker is treating _GLOBAL_OFFSET_TABLE_ as a definition into the
.reloc section.
To align with the change of binutils-2.25, the _GLOBAL_OFFSET_TABLE_ symbol
should not be defined in sections, and the symbols in linker generated .got
section should be used(https://sourceware.org/ml/binutils/2008-09/
msg00122.html)
Fixed the following build errors with binutils-2.25:

It is not necessary for bootpg to be present at text + 512KB.
With increase of u-boot size (768KB), bootpg section's address
cannot be fixed.

Albert's rework of the linker scripts conflicted with Simon's making
everyone use __bss_end. We also had a minor conflict over
README.scrapyard being added to in mainline and enhanced in
u-boot-arm/master with proper formatting.

Note this is a tree-wide change affecting multiple architectures.
At present we use __bss_start, but mostly __bss_end__. This seems
inconsistent and in a number of places __bss_end is used instead.
Change to use __bss_end for the BSS end symbol throughout U-Boot. This
makes it possible to use the asm-generic/sections.h file on all
archs.

Refactor linker-generated array code so that symbols
which were previously linker-generated are now compiler-
generated. This causes relocation records of type
R_ARM_ABS32 to become R_ARM_RELATIVE, which makes
code which uses LGA able to run before relocation as
well as after.
Note: this affects more than ARM targets, as linker-
lists span possibly all target architectures, notably
PowerPC.

The command declaration now uses the new LG-array method to generate
list of commands. Thus the __u_boot_cmd section is now superseded and
redundant and therefore can be removed. Also, remove externed symbols
associated with this section from include/command.h .

files, so that everyone can easily use these lists. This is mostly
a mechanical adjustment.

GOT is now handled the way the main u-boot.lds does it. Without this,
the boot hangs when built with newer GCC (since 4.6). Older toolchains
hid the issue by converting -fpic to -fPIC.

Currently "u-boot", the elf file generated via u-boot-nand.lds does not
contain required debug information i.e. .debug_{line, info, abbrev, aranges,
ranges} into their respective _global_ sections.
The original ld script line arch/powerpc/cpu/mpc85xx/start.o
KEEP(*(.bootpg)) is not entirely correct because the start.o file is already
processed by the linker,therefore the file wildcard in "KEEP(*(.bootpg))" will
not process start.o again for bootpg.
So Fix u-boot-nand.lds to generate these debug information.

As discussed on the list, move "arch/ppc" to "arch/powerpc" to
better match the Linux directory structure.
Please note that this patch also changes the "ppc" target in
MAKEALL to "powerpc" to match this new infrastructure. But "ppc"
is kept as an alias for now, to not break compatibility with
scripts using this name.
