Add a test for loading U-Boot over TFTP. As with other sandbox net
routines, we need to initialize our packets manually since things like
net_set_ether and net_set_udp_header always use "our" addresses. We use
BOOTP instead of DHCP, since DHCP has a tag/length-based format which is
harder to parse. Our TFTP implementation doesn't define as many constants
as I'd like, so I create some here. Note that the TFTP block size is
one-based, but offsets are zero-based.
In order to avoid address errors, we need to set up/define some additional
address information settings. dram_init_banksize would be a good candidate
for settig up bi_dram, but it gets called too late in board_init_r.

When running unit tests, some may have side effects which cause a
subsequent test to break. This can sometimes be seen when using 'ut dm'
or similar.
Add a new argument which allows a particular (failing) test to be run
immediately after a certain number of tests have run. This allows the
test causing the failure to be determined.
Update the documentation also.

At present sandbox runs the next phase from discrete executables, so for
example u-boot-tpl runs u-boot-vpl to get to the next phase.
In some cases the phases are all built into a single firmware image, as is
done for real boards. Add support for this to sandbox.
Make it higher priority so that it takes precedence over the existing
method.

At present sandbox only supports jumping to a file, to get to the next
U-Boot phase. We want to support other methods, so update the code to
use an enum for the method. Also use the
Use board_boot_order() to set the order, so we can add more options.
Also add the MMC methods into the BOOT_DEVICE enum so that booting
from MMC can be supported.

At present we normally write tests either in Python or in C. But most
Python tests end up doing a lot of checks which would be better done in C.
Checks done in C are orders of magnitude faster and it is possible to get
full access to U-Boot's internal workings, rather than just relying on
the command line.
The model is to have a Python test set up some things and then use C code
(in a unit test) to check that they were done correctly. But we don't want
those checks to happen as part of normal test running, since each C unit
tests is dependent on the associate Python tests, so cannot run without
it.
To acheive this, add a new UT_TESTF_MANUAL flag to use with the C 'check'
tests, so that they can be skipped by default when the 'ut' command is
used. Require that tests have a name ending with '_norun', so that pytest
knows to skip them.

Some tests can have race conditions which are hard to detect on a single
one. Add a way to run tests more than once, to help with this.
Each individual test is run the requested number of times before moving
to the next test. If any runs failed, a message is shown.
This is most useful when running a single test, since running all tests
multiple times can take a while.

Add an initial VPL build for sandbox. This includes the flow:
TPL (with of-platdata) -> VPL -> SPL -> U-Boot
To run it:
./tpl/u-boot-tpl -D
The -D is needed to get the default device tree, which includes the serial
console info.
Add a Makefile check for OF_HOSTFILE which is the option that enables
devicetree control on sandbox.

The SPL header has a function for obtaining the phase in capital letters,
e.g. 'SPL'. Add one for lower-case also, as used by sandbox.
Use this to generalise the sandbox logic for determining the filename of
the next sandbox executable. This can provide support for VPL.

At present this function can only locate the u-boot ELF file. For SPL it
is handy to be able to locate u-boot.img since this is what would normally
be loaded by SPL.
Add another argument to allow this to be selected.
While we are here, update the function to load SPL when running in TPL,
since that is the next stage.

This state is not accessible to the running U-Boot but at present it is
allocated in the emulated SDRAM. This doesn't seem very useful. Adjust
it to allocate from the OS instead.
The RAM buffer is currently not freed, but should be, so add that into
state_uninit(). Update the comment for os_free() to indicate that NULL is
a valid parameter value.
Note that the strdup() in spl_board_load_image() is changed as well, since
strdup() allocates memory in the RAM buffer.

Move this out of the common header and include it only where needed. In
a number of cases this requires adding "struct udevice;" to avoid adding
another large header or in other cases replacing / adding missing header
files that had been pulled in, very indirectly. Finally, we have a few
cases where we did not need to include <asm/global_data.h> at all, so
remove that include.

Add a -u flag for U-Boot SPL which requests that unit tests be run. To
make this work, export dm_test_main() and update it to skip test features
that are not used with of-platdata.
To run the tests:

At present there are no SPL unit tests.
Note that there is one wrinkle with these tests. SPL has limited memory
available for allocation. Also malloc_simple does not free memory
(free() is a nop) and running tests repeatedly causes driver-model to
reinit multiple times and allocate memory. Therefore it is not possible
to run more than a few tests at a time. One solution is to increase the
amount of malloc space in sandbox_spl. This is not a problem for pytest,
since it runs each test individually, so for now this is left as is.

At present panic() is in the vsprintf.h header file. That does not seem
like an obvious choice for hang(), even though it relates to panic(). So
let's put hang() in its own header.

At present there is an arch-specific area in the SPL handoff area intended
for use by arch-specific code, but there is no explicit call to fill in
this data. Add a hook for this.
Also use the hook to remove the sandbox-specific test code from
write_spl_handoff().

We normally want to load U-Boot from SPL, but if a board wants to do
something else, it is currently not possible since the standard loader
has the top priority. Lower it to allow other SPL_LOAD_IMAGE_METHOD()
declarations to override it.

Most architectures use jump_to_image_no_args() to jump from SPL to U-Boot.
At present sandbox is special in that it jumps in its
spl_board_load_image() call. This is not strictly correct, and means that
sandbox misses out some parts of board_init_r(), just as calling
bloblist_finish(), for example.
Change spl_board_load_image() to just identify the filename to boot, and
implement jump_to_image_no_args() to actually jump to it.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Currently we have code which prints out platform data at the start of SPL.
Now that we have tests for dtoc this is probably not necessary. Drop it.
Update test_ofplatdata to check for empty output since it is useful to
check that sandbox_spl works as expected.

It is useful to name each method so that we can print out this name when
using the method. Currently this happens using a separate function. In
preparation for unifying this, add a name to each method.
The name is only available if we have libcommon support (i.e can use
printf()).

Rather than having a global variable, pass the spl_image as a parameter.
This avoids BSS use, and makes it clearer what the function is actually
doing.

At present some spl_xxx_load_image() functions take a parameter and some
don't. Of those that do, most take an integer but one takes a string.
Convert this parameter into a struct so that we can pass all functions the
same thing. This will allow us to use a common function signature.

Start up the test devices. These print out of-platdata contents, providing a
check that the of-platdata feature is working correctly.
The device-tree changes are made to sandbox.dts rather than test.dts. since
the former controls the of-platdata generation.
