When we build with -fdata-sections we may end up with bss subsections. Our
linker script explicitly lists only a single consecutive bss section though.
Adapt the statement to also include subsections.
This fixes booting efi-x86_app_defconfig.

Some times gcc may generate data that is then used within code that may
be part of an efi runtime section. That data could be jump tables,
constants or strings.
In order to make sure we catch these, we need to ensure that gcc emits
them into a section that we can relocate together with all the other
efi runtime bits. This only works if the -ffunction-sections and
-fdata-sections flags are passed and the efi runtime functions are
in a section that starts with ".text".
Up to now we had all efi runtime bits in sections that did not
interfere with the normal section naming scheme, but this forces
us to do so. Hence we need to move the efi_loader text/data/rodata
sections before the global *(.text*) catch-all section.
With this patch in place, we should hopefully have an easier time
to extend the efi runtime functionality in the future.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Add the required pieces to support the EFI loader on x86.
Since U-Boot only builds for 32-bit on x86, only a 32-bit EFI application
is supported. If a 64-bit kernel must be booted, U-Boot supports this
directly using FIT (see doc/uImage.FIT/kernel.its). U-Boot can act as a
payload for both 32-bit and 64-bit EFI.

Define the reset base in config.mk so that it does not need to be calculated
twice in the link script. Also tidy up the START_16 and RESET_VEC_LOC values
to fit with this new approach.

Some toolchains put the relocation data into separate sections. Adjust the
linker script to catch this case. Without relocation data, U-Boot will not
boot.

Albert's rework of the linker scripts conflicted with Simon's making
everyone use __bss_end. We also had a minor conflict over
README.scrapyard being added to in mainline and enhanced in
u-boot-arm/master with proper formatting.

Refactor linker-generated array code so that symbols
which were previously linker-generated are now compiler-
generated. This causes relocation records of type
R_ARM_ABS32 to become R_ARM_RELATIVE, which makes
code which uses LGA able to run before relocation as
well as after.
Note: this affects more than ARM targets, as linker-
lists span possibly all target architectures, notably
PowerPC.

At present BSS data is including in the image, which wastes binary space.
Remove it by rearranging the sections so that BSS is last.

When running from coreboot we don't want this code.
This version works by ifdef-ing out all of the code that would go
into those sections and all the code that refers to it. The sections are
then empty, and the linker will either leave them empty for the loader
to ignore or remove them entirely.

The command declaration now uses the new LG-array method to generate
list of commands. Thus the __u_boot_cmd section is now superseded and
redundant and therefore can be removed. Also, remove externed symbols
associated with this section from include/command.h .

There was a mix of UTF-8 and ISO-8859 files in the U-Boot source
tree, which could cause issues with the patchwork review system.
This commit converts all ISO-8859 files to UTF-8.
